| Countries around the world have made a lot of efforts to combat climate change,and China has set clear goals to reach its peak carbon dioxide emissions before 2030 and achieve carbon neutrality by 2060.The National Energy Administration has issued the "Medium-and Long-Term Development Plan for Pumped Storage(2021-2035)" to promote sustainable development in the sector and help the country achieve its ultimate goal of reducing greenhouse gas emissions.However,with only seven years left until the goal of peak carbon emissions is achieved and 30 years until the goal of carbon neutrality,China faces a more severe challenge in achieving its "dual carbon" targets in the short term.The development plan for pumped storage is crucial to achieving the dual carbon goals,and when conducting feasibility studies and analyses,it is important to emphasize the necessity of construction,the feasibility of technology,and the economic rationality,and to obtain approval from provincial investment supervisory departments.The approval of resettlement plans for migrants has also become a key factor in approving projects.However,the current land acquisition and resettlement planning for hydropower projects still rely on traditional methods,with a lack of advanced technological support for data acquisition,processing,and planning decisions,which cannot fully meet the progress and technical requirements of the pumped storage medium-and long-term development plan for resettlement work.In the current situation,the application of "GIS+WEB" technology in the planning and design of pumped storage land acquisition and resettlement can greatly promote the smooth progress of resettlement planning and implementation management,and has extremely important value.This study conducted a needs analysis of the "GIS+WEB" technology in land acquisition and resettlement for pumped storage power stations,studied the application of core technologies such as GIS,oblique photography,and WEB in resettlement work,and then used the HL pumped storage power station in the northwest region as a project example.Using research methods such as empirical research,literature research,and comparative analysis,this study conducted research on land acquisition and resettlement,including determining the scope of land acquisition,investigating physical indicators,conducting environmental capacity analysis,and lightweight display of research results.The aim is to improve the informationization level of land acquisition and resettlement through generalized and systematic application research,accelerate the progress of the industry,promote the approval and construction of pumped storage power station projects,and help China achieve its dual carbon goals as soon as possible. |
