| The port is an important support to promote the rapid development of the hinterland economy and expand the opening up.With the accelerated pace of economic globalization and trade liberalization,the traditional management mode has largely restricted the sound development of the port and is difficult to meet the urgent need for sustainable and coordinated development.In October 2021,the State Council issued the "Chengdu-Chongqing Shuangcheng Economic Circle Construction Planning Outline",which pointed out that the goal of comprehensive construction of Chengdu-Chongqing Shuangcheng Economic Circle should be implemented.In December of the same year,the Chongqing Municipal Party Committee and the Sichuan Provincial Party Committee jointly issued the Joint Implementation Plan for the Implementation of the Outline of the Construction Plan of the Chengdu-Chongqing Double-City Economic Circle in Chongqing and Sichuan provinces and cities,which proposed to increase the construction of shipping hubs in the upper reaches of the Yangtze River,improve the navigation capacity of the main channels of the Yangtze River,establish the upper reaches of the Yangtze River port alliance,strengthen the port division and cooperation,build a reasonable structure of port clusters,and create factor clusters A fully functional port and shipping service system.The port has the functions of gathering domestic and foreign markets,promoting industrial progress and expanding the size of the city,and transmitting social and economic benefits through cargo transportation,which can bring more employment opportunities,output value,taxes and funds.However,as the economic center of the southwest,the Chengdu-Chongqing Economic Circle has not formed a close cooperation relationship between the two cities by virtue of geographical proximity,complementary advantages and convenient transportation.Its economic development level is far behind the "Yangtze River Delta","Pearl River Delta" and "Beijing-Tianjin-Hebei" and other regions.This thesis takes four ports and their hinterland cities above the scale of Chengdu-Chongqing Economic Circle as the research object.First of all,it summarizes the relevant research on the coordination of port logistics efficiency and hinterland economic level,combs the theoretical basis of the coordination of port logistics efficiency and hinterland economic level,and analyzes the relevant research ideas of the coordination of port logistics efficiency and hinterland economic level.Secondly,it compares and analyzes the existing port efficiency measurement methods,proposes to use the data envelopment analysis(DEA)to evaluate the port logistics efficiency of the Chengdu-Chongqing Economic Circle,and then carries out the empirical research on the port logistics efficiency measurement of the Chengdu-Chongqing Economic Circle by constructing the evaluation index system of the port logistics efficiency of the Chengdu-Chongqing Economic Circle.Thirdly,it compares and analyzes the existing economic level measurement methods,proposes to use the entropy weight-TOPSIS method to evaluate the economic level of the hinterland of the Chengdu-Chongqing Economic Circle,and then carries out the empirical research on the economic level measurement of the hinterland of the Chengdu-Chongqing Economic Circle by constructing the economic level measurement index system of the hinterland of the Chengdu-Chongqing Economic Circle.Finally,two commonly used coordination degree measurement models are compared and analyzed,and the coupling coordination degree model is proposed to measure the coordination degree of the port logistics efficiency and the hinterland economic level in the Chengdu-Chongqing Economic Circle.The port logistics efficiency measurement value and the hinterland economic level measurement value will be used as the comprehensive evaluation index of the port logistics system and the hinterland economic system respectively,Then carry out empirical research on the coordinated development of port logistics efficiency and hinterland economic level in Chengdu-Chongqing Economic Circle.The research results show that,firstly,the overall logistics efficiency of ports in the Chengdu Chongqing Economic Circle is relatively high,showing a trend of first increasing and then decreasing.The logistics efficiency of each port is ranked in descending order by Luzhou Port,Wanzhou Port,Fuling Port,and Yibin Port.Secondly,the overall economic level of the hinterland of the Chengdu Chongqing Economic Circle is relatively low,maintaining a stable growth trend.The economic levels of each region are ranked in order of high and low,namely Yibin,Luzhou,Fuling,and Wanzhou.Thirdly,the logistics efficiency of ports in the Chengdu Chongqing Economic Circle is generally in a high coupling and primary coordination state with the economic level of the hinterland,showing a trend of first increasing and then decreasing.The coordination performance is that Luzhou Port has the highest coupling and coordination dispatch,and is in an intermediate coordination state;Yibin Port has a high degree of coupling coordination and is in an intermediate coordination state;Fuling Port has a low level of coupling and coordination scheduling,and is in a primary coordination state;Wanzhou Port has the lowest coupling coordination and is in a barely coordinated state.The degree of coordination and the difference between port logistics efficiency and the economic level of the hinterland are negatively correlated.The larger the difference,the lower the coordination degree,and the smaller the difference,the higher the coordination.Based on the research results,the constraints on coordinated development were analyzed from the aspects of the impact of the epidemic,resource investment,and industrial structure.Then,countermeasures and suggestions for coordinated development were provided from the aspects of implementing integrated construction,optimizing industrial structure,and formulating coordination strategies.In theory,this article establishes a measurement model and method for port logistics efficiency and hinterland economic level,as well as a coordination model and method for port logistics efficiency and hinterland economic level,which can provide methodological references for academic research related to port city coordinated development.In practice,this article measures the logistics efficiency of ports in the Chengdu Chongqing Economic Circle and the economic level of the hinterland,measures the coupling and co scheduling of port logistics efficiency and the economic level of the hinterland,and proposes countermeasures and suggestions for the coordinated development of port logistics efficiency and the economic level of the hinterland in the Chengdu Chongqing Economic Circle,which can provide practical guidance for relevant departments and enterprises of the port. |
