| At present,the economic competition in the world is becoming more and more fierce,and the development of economy has become the primary strategy of all countries.As an important hub of the global logistics supply chain,the port is the forefront window for a country to open to the outside world.Having a world-class port is an important manifestation of the hard power of a maritime power.With the development of domestic ports for several years,the status of China ’s port power has been determined.However,due to the environment,resources and the rapid transformation of the international form,the development of ports in China is not balanced.With the introduction of ’ Guidance on Building World-class Ports ’,it puts forward new requirements for the development of Chinese ports.Now the construction of ports has changed from pursuing speed and scale to paying more attention to quality and efficiency;from relatively independent development to pay more attention to integrated development;from relying on traditional elements to focusing more on innovation-driven transformation.Based on the actual situation,this thesis deeply analyzes the guiding ideology and overall objectives of the ’opinions ’.In order to understand the construction of domestic first-class ports,through the establishment of a flow port construction effectiveness evaluation system,the relevant model is used to evaluate the construction effectiveness of domestic ports,which is helpful to understand the development level of domestic ports objectively.The main contents of this thesis are as follows.(1)Construction of the evaluation system of port construction effectiveness.Through in-depth analysis of relevant domestic policies and literature,SWOT-PEST analysis of the construction of first-class ports in China shows the connotation and characteristics of first-class port construction.After that,combined with the requirements of relevant documents,combined with the four aspects of first-class facilities,first-class technology,first-class management and first-class service,Focusing on ’ quality ’ and ’efficiency ’,the evaluation index system of first-class port construction effectiveness is constructed,and each index is described in detail.(2)Construction of first-class port construction effectiveness evaluation model.In this thesis,the ’ quantitative + qualitative ’ method is used to comprehensively evaluate the effectiveness of domestic port construction.After determining the relevant construction standards,the data required for the qualitative index evaluation of the selected port is collected through the expert questionnaire survey method,and the consistency test is carried out.The cloud model is used for data transformation and data evaluation.After that,the CRITIC method and the ENTROPY method are used to formulate the index weights respectively,and then the Bland-Altman test is used to test the correlation,and the game comprehensive weighting is carried out.Finally,the WRSR method is used to evaluate each port,plan the construction level of the port,and determine the score and ranking of the port.In this thesis,some ports are selected for empirical analysis.Finally,the evaluation results show that the construction effectiveness of Shanghai Port ’s first-class ports >Guangzhou Port > Qingdao Port > Qinhuangdao Port > Wuhan Port > Chongqing Port,and the construction level of Shanghai Port is first-class.The construction grade of Guangzhou Port,Qingdao Port,Qinhuangdao Port and Wuhan Port is Grade II;the construction level of Chongqing port is Grade III.Through the evaluation of the effectiveness of domestic-stream port construction,it is conducive to a more scientific and intuitive understanding of the actual development of domestic ports,and can provide important reference and guidance for the construction of domestic first-class ports. |
