| Over the past decades since China’s reform and opening to the outside world,the domestic public infrastructure construction and the urbanization have reached a high level,so the remaining growth margin for construction market is quite limited.Besides,due to the factors of COVID-19,international trade war,economic downturn,and the population decreasing since 2022,China’s domestic investment demand for infrastructure and housing projects has shrunk sharply,which makes the over-capacity problem of our construction industry increasingly visible and outstanding.To transfer the over-capacity and make up for the insufficient growth of the domestic project market,Chinese construction enterprises are bound to firmly determine to implement the strategy of international development.However,the way to international development for Chinese enterprises is not so easy and smooth,and the low level of overseas project management has become a prominent obstacle on the way to international development.The K University City project,as one of the largest overseas projects,is typical and representative.It is of practical significance to study the causes of its failure to summarize the management teachings.This dissertation takes the five management process groups of PMBOK as the theoretical framework,adopts literature research,investigation,case analysis and other methods,to find out that the main causes that result in the failure of the K University City Project.Generally,the failure of the project is caused by the mismatch between the project management concept,methods,procedures,organization and supporting systems formed in China and the overseas project environment in the State of K.The mismatch is reflected both at the project level and the enterprise level,which is(1)at the project level,lack of overseas preparation experience in the initialing stage;no own planning specialists,bad plans,incomplete plan disclosure in planning stage;in the executing stage,weak sense of responsibility and enthusiasm of team members,low executing efficiency,poor incentive measures,insufficient stakeholder communication,and incomplete procurement and cost control systems;in the monitoring stage,insufficient monitoring frequency,no effective deviationrectifying measures;at the closing stage,improper release and resettlement of team members and no comprehensive experience studies;and(2)at the enterprise level,insufficient focus and care from the senior leaders of the company,lack of differentiated management concepts for domestic and overseas projects,short of overseas project management talents,missing targeted overseas project management supporting systems,and low basic management efficiency of the company.Based on the cause analysis above,management teachings can be concluded and summarized,which is to comprehensively adjust and optimize the project management concept,methods,procedures,organization,supporting systems,etc.formed in China to match the overseas project management environment in the State of K.That is(1)at the project level,in initialing stage,to learn experience from overseas projects and actively make full preparation,finalize main subcontractors,main material suppliers and bulk material prices,prepare various professional contract templates required for the project;in the planning stage,value and cultivate planning specialists,improve the precision and scientificity of plans,advocate all employees to participate in the planning,and make complete plan publicity;in the executing stage,strengthen localized employment,establish and improve HR management systems,strengthen stakeholders communication and management,propose and procure alternatives instead of contract-designated products,and adopt comprehensive and effective cost control measures;in the monitoring stage,increase the monitoring frequencies and take effective measures to rectify deviations as early as possible;in the closing stage,actively realize the rolling development of the region to continuously train overseas project management talents,and consistently study and accumulate the lessons and teachings from the overseas projects systematically;and(2)at the enterprise level,the senior managers should attach more importance to overseas projects,build a professional overseas project management team,formulate a perfect supporting system for overseas project management,and improve basic management efficiency.It is of practical reference significance for M Group to perform the cause analysis of the management problems of the K University City project and summarize the corresponding rectifying and improvement measures.It will effectively avoid or reduce the adverse effects caused by the related problems,help to improve the efficiency of project management.Other Chinese construction firms who plan to improve overseas engineering project management in the Middle East region can also take the teachings for reference. |
