With the advent of the "post-epidemic era",factors affecting social security are gradually increasing and the situation is increasingly prominent and complex."Safe City" has become an important public security infrastructure for urban modernization and information construction in the current period.It is also a powerful means for the current public security organs to crack down on criminal crimes and illegal public order,maintain long-term local peace and security,and ensure people live and work in peace and contentment.Based on the present and looking into the long-term,vigorously promote the construction of "Safe City" in L District.Cameras so far,L area of district has been completed construction of nearly 30000,the district has a full-time and part-time video monitors nearly more than 500 people,basically achieved the main traffic artery,key public places,large village,key financial sites,key transportation hub in locations such as24 hours a day to cover.To the potential illegal crime has formed a strong invisible deterrent force.How to ensure that the quality of the project can be guaranteed after it is put into use and play an effective role is one of the hot research topics in engineering project management under the complicated situation.This paper adopts expert grading method,Analytic Network Process and other methods to carry out the research.This paper draws lessons from the research results of "Safe City" project in related fields at home and abroad.First,it introduces the existing research status of "Safe City" project,and reviews the research on "Safe City" project and quality management at home and abroad.Secondly,the concept of total quality management and PDCA cycle theory are introduced to provide theoretical support and tool method support for subsequent research.Thirdly,based on the actual situation of the "Safe City" project in AREA L,the implementation and characteristics of the project are analyzed and discussed;Fourth,the WBS is used to decompose the project tasks,analyze the factors affecting project quality management from the perspective of the main body and project links,and analyze the quality management problems in the project.Selected based on the PDCA cycle theory,L area "Safe City" project quality evaluation index system,according to the selection of indicators by using Analytic Network Process to construct network L area "Safe City" project quality evaluation system model,according to the result of expert scoring,the index to get the L area "Safe City" project quality affect weight.At the same time,the quality of "Safe City" project in L district is comprehensively evaluated according to the expert scoring results.Finally,according to the weight of each index,the PDCA cycle theory is used to construct the quality control system of "Safe City" project in L district from four stages of planning,execution,inspection and treatment,providing reference and experience for the construction and operation of "Safe City" project in the future.
