| Chinese high speed railway exports to face the diversified international environment,because each country’s political environment,customs and culture,laws and regulations,social habits and labor system and so on are different from our own,plus high-speed railway construction business cycle long,high technical difficulty,capital investment and rigorous performance requirements,etc.Therefore,there are many risks,challenges and problems to be faced when exporting overseas high-speed rail projects.In this paper,based on the opportunities brought by the national strategy of "China’s high-speed railway going global",combined with the impact of the global environment of the continuous spread of COVID-19 in recent years and the severe international environment such as overseas social unrest,the research status of risk management at home and abroad was analyzed,and the concept and research process of risk management were sorted out.It illustrates three stages of risk identification,evaluation and response in risk management.Secondly,taking the ZT overseas high-speed railway project of A company as an example,the project overview and characteristics are expounded.WBS-RBS method is used to carry out specific risk identification analysis of the high-speed rail project,and the result of risk identification is obtained.Then,based on the risk identification results obtained from WBS-RBS,the identified risk indicators of the high-speed railway project were quantitatively analyzed by AHP and fuzzy comprehensive evaluation method.Finally,according to the risk evaluation results of the high-speed railway project,the targeted risk response strategy is provided.In this paper,overseas high-speed rail projects are taken as the entry point for analysis.Based on the analysis of risk evaluation results,corresponding measures are proposed to strengthen the prevention of political and financial influence,optimize the design standards based on local characteristics,ensure the operability of the project,maximize the company’s economic benefits,and improve the risk research of overseas high-speed rail projects.It provides some practical value for China’s high-speed railway to go abroad better under the background of "One Belt and One Road". |
