Homestead type residential land is the traditional form of residential land for one or more households and one residence in China’s cities and towns,and it is also the main component of residential land in cities and towns,especially in the old urban areas of counties.This type of land is different from the general concept of "urban village" land.The land ownership is state-owned,and the residents are mainly urban residents.The research object of this paper is the homestead type residential land,which is still primarily residential in function and has not been included in the category of historical blocks.For the development control related to this kind of land,the Notice on Preventing Large Demolition and Construction in the Implementation of Urban Renewal Action put forward the requirements of "focusing on reservation,utilization and promotion" and"promoting small-scale and gradual organic renewal and micro transformation",the Opinions on Promoting the Urbanization Construction with County Town as an Important Carrier further emphasized the requirements for strengthening the accurate allocation of public resources,effective protection of public safety,and improvement of public environment quality.Under the new requirements above,the core problem of homestead type residential land planning is not the interior of each plot of homestead,but the prominent problems related to public interest,such as insufficient public facilities and low quality of public environment,compared with other new residential areas in the urban area.The specific performance is as follows:1)The scale of land for public welfare supporting facilities such as public green space and library is insufficient and difficult to add;2)The sunshine space of some residential buildings does not meet the specification requirements;3)The parking space is insufficient,and the width of some streets and alleys does not meet the fire protection requirements.In view of the above problems,this paper aims to meet the public interest,and explores the regular development and control methods for the homestead type residential land in Pucheng County,aiming at the typical residential neighborhoods in the old urban area of Pucheng County.The old urban town of Pucheng County is located in the north central part of the county city.The homestead type residential land is basically one house for one household,with a total land area of about 72 hectares,accounting for about 47%of the total land area of the old urban town.Among them,the total site area of the house-based residential land in the typical residential neighborhoods selected in this paper is about 7 hectares,with a total of 238 house sites and about 1,500 residents.The survey results show that the lack of public interests in typical residential neighborhoods is reflected in the fact that there is basically no centralized green space,cultural and sports facilities and community service facilities in the residential neighborhoods,the sunshine of residential buildings in 31 homestead plots does not meet the specification requirements,the pavement width of three auxiliary roads does not meet the firefighting requirements,and the number of motor vehicle parking spaces is insufficient and disorganized.The reasons for the above problems are as follows:1)The current public facilities and environmental quality of homestead type residential land can not meet the growing modern living needs of residents;2)The current development control method of regulatory plan is difficult to solve the problems of insufficient public facilities and low public environment quality of homestead type residential land.In response to the above problems,the study proposes to build guidelines for land use regulation,rooftop publicization and building replacement,so as to guide the main property owners of the plot to spontaneously supplement the public facilities required by residents at the residential neighborhood level and improve the quality of the public environment.Meanwhile,in order to enhance the implementability of the criterion,two single-factor consideration scenarios with high convenience and low input cost and one multi-factor comprehensive consideration scenario were developed.Based on the results of residents’ demand analysis and their willingness to regulate,the research selects the scenario application ideas with high convenience to carry out the actual scheme design,and forms the corresponding rules for spatial use conversion.In terms of land use regulation,the "sending area" and "receiving area" for development right regulation shall be defined,and the criteria for housing ownership replacement under the "equal value" principle shall be set;In terms of rooftop publicization,the roof space quality standards shall be formulated in five aspects:"safety and noise reduction","limited scale",and "dedicated vertical traffic facilities","connectivity and sensory",and"service facilities";In terms of building replacement,carry out mandatory building retreat based on road widening,and formulate quality standards for building space in three aspects,including "load safety" and "noise insulation" for standard restrictions,and"scale" for scale limits;To address the above three aspects,this paper develops two optional compensation and incentive policies including "monetary compensation" and"spatial compensation".Based on the results of the scheme design,the "indicator+diagram+clause" control guidelines for land use regulation,rooftop publicization and building replacement are formed respectively,and the space construction guidance schemes for four aspects,namely,street parking,receiving transfer scheme and its housing construction form,roof function layout and its joint form,and building retreat form under road widening,are formulated.Based on the above results,a more complete overall guideline for promoting public interest protection is formed.It is hoped that through the exploration of the development control methods for the homestead type residential land in old town of Pucheng County,certain guidance can be provided for the public facilities construction and the improvement of public environment quality of homestead type residential land in old town of Pucheng County,and certain reference can be provided for the development control of homestead type residential land in old town of similar size and type counties in China.
