Research On Investment Risk Assessment Of HS Railway Special Line Project

Railway dedicated lines are branching lines that connect with national railways at all levels.As an extension of the railway network backbone,they bear significant economic and social functions.The HS railway dedicated line project described in this article involves a wide range of investment and construction,complex engineering,long construction period,and huge investment scale,resulting in many risks in project investment.In order to ensure the investment effectiveness of the HS railway special line project,this article starts from the actual situation of the HS railway special line,uses expert investigation,on-site investigation,and AHP method to identify and evaluate the investment risks of the HS railway special line project,and proposes corresponding strategies to achieve investment risk avoidance and correct response,and to optimize and upgrade project investment risk management.At the same time,this article will enrich the methods for investment risk assessment and research of HS railway dedicated line projects,as well as strategies and measures for response.It will provide new methods and paths for investment risk management of railway project investment enterprises,and also provide reference and reference for investment risk assessment and response strategies of similar railway projects.This article summarizes the theories related to the attributes and investment risks of railway construction projects,summarizes and summarizes the risk management theories related to railway construction project attributes,project risk identification and evaluation,and research status of risk response strategies.Taking the HS Railway Special Line Project as a case study,this article introduces the HS Railway Special Line Project from the aspects of project overview,investment and financing plans,financial indicators,etc.Using field investigation,theoretical analysis,literature analysis,and other methods,identify and statistically analyze the risks of the HS railway dedicated line project,and summarize five categories of risks,including policy,economy,management,technology,and environment,as well as 22 secondary risk indicators.System identification the risks of HS railway special line project through expert survey and scoring,and establish the project structure system and risk list.On this basis,the Analytic Hierarchy Process evaluation model is used to evaluate and obtain the evaluation results.Finally,corresponding response strategies and specific measures were proposed based on the key and classified risks of the HS railway dedicated line project,and the investment risk assessment of the project was summarized.
