With the rapid development of the economy and society,the scale of mega transportation infrastructure(MTI)continues to expand,the science and technology in related fields continue to develop,and the multi-dimensional complexity of engineering construction technology,economy,environment,and society has become increasingly prominent.This places higher demands on the management activities in each phase of the life cycle.Among them,decision making plays a forward-looking and decisive role in the success or failure of engineering construction,and plays a prominent role in the entire life cycle of the project.In the context of the increasingly complexity of MTI,it is imperative to improve the adaptability of decision making in multi-dimensional and complex environments.In the decision process of MTI,cross domain decision makers need to consider the specific implementation of MTI and the comprehensive impact of the project on the environment,economy,and society,and fuse multiple decision knowledge to achieve decision objectives.However,in the process of knowledge fusion,the knowledge of decision makers in different domains is differential and has unstructured characteristics,which further aggravates the complexity of the decision process and makes it difficult to ensure the adaptability of decision,and fundamentally hinders the sustainable development of MTI.To solve such complex decision problems,it is necessary to deeply summarize and analyze the complex adaptability of decision making in MTI,explore decision knowledge fusion methods,and build a decision mechanism oriented to complex adaptability.To this end,this study systematically explores the knowledge fusion decision mechanism of MTI.The main research work includes the following aspects:(1)Through literature review and expert interviews,this thesis sorts out the concepts and theories related to knowledge fusion decision mechanisms for MTI,clarifies the critical elements of decision making and analyzes complex adaptive characteristics of MTI.Then,this thesis analyzes the operational principles of the knowledge fusion decision mechanism of MTI,sorts out the research framework of the decision mechanism,and clarifies the overall thinking of this study.(2)This thesis analyzes the characteristics of MTI decision making knowledge oriented to complex adaptability,and determined that the decision knowledge include 5dimensions of environment,economy,society,technology and safety.Under these 5dimensions,the decision indicator system of MTI has been preliminarily formed.After the revision and screening in terms of ambiguity,relevance and importance,a decision knowledge indicator system covering 11 decision criteria and 35 specific indicators under the above 5 dimensions was constructed,which provides a basis for knowledge representation that can comprehensively deal with the complexity of decision-making.(3)This thesis identifies decision makers of MTI oriented to complex adaptability,including government departments,investment units,construction units,supply units,design units,consulting units,scientific research units,and public organizations.This thesis takes the field of decision makers as the basis for the division of decision knowledge domains,and uses multivariate statistical analysis and empirical research to measure and verify the structure of decision knowledge domains to identify differences in decision knowledge domains.By constructing a decision knowledge ontology model of MTI,this thesis standardizes and explicitizes decision knowledge,and overcomes semantic barriers and reduces the complexity of decision process.(4)A MTI knowledge fusion decision model oriented to complex adaptability is constructed,and individual decision knowledge is fused to form group decision knowledge.This model divides the decision process into two levels: intra-domain and cross-domain knowledge fusion decision.It considers issues such as the normalization of multi-attribute decision indicators,decision knowledge fusion at different levels,and the level of knowledge fusion.And it takes into account the fusion weights of decision indicators and decision makers at different levels,and the structure of knowledge domain in decision knowledge fusion.Finally,the three processes are integrated through the example analysis,which verifies the rationality and reliability of the knowledge fusion decision mechanism.This thesis aims to improve the complexity adaptability of MTI decisions,and forms the MTI decision mechanism through three parts: building a decision knowledge indicator system,measuring knowledge domains for cross-domain decision makers,and building a knowledge fusion decision model.This research contributes to the theoretical study of knowledge fusion decision making,and at the same time provides an implementable operational basis for MTI decision making in China.
