Investigation Report On Occupation Of Basic Farmland In Zhoucun District Of Zibo City

Basic farmland is closely related to national food security.The protection of basic farmland is an important work to realize the stable operation of China’s economy and social stability.Since the founding of the People’s Republic of China,China has been making efforts to continuously build and improve the protection mechanism of basic farmland.In order to respond to the national call and actively explore the construction of basic farmland protection system to adapt to the local socio-economic development,the protection of basic farmland is particularly important in the face of the severe situation of insufficient cultivated land resources.However,under the conflict between the prominent contradiction between people and land and the needs of economic development,the "non grain" occupation of basic farmland in Zhoucun District tends to increase.Therefore,this paper makes a field survey on the "non grain" occupation of basic farmland in Zhoucun District,Zibo City.Based on the survey findings,this paper deeply analyzes the root causes of the "non grain" occupation of basic farmland.The survey selected Nanjiao town and Wangcun town in Zhoucun District of Zibo City as the sample area.The subjects of the survey were 124 peasant households in the two townships,9 village cadres and the staff of Zhoucun agricultural and rural Bureau and Zhoucun natural resources bureau.The survey method was a combination of questionnaire and interview.The survey found that there are many problems in the sample area,such as high grain planting cost,insufficient understanding of basic farmland protection policies by farmers,imperfect land transfer policies,deviation of village committee behavior,one-sided and rigid publicity of basic farmland protection policies,untimely data update,insufficient support for grain production and so on.The survey found that the following conclusions are drawn: the problem of "non grain" in Zhoucun District is reflected in the reduction of grain planting area and the occupation of basic farmland by cash crop planting.From the perspective of economy and farmers themselves,the high input price and low income of agricultural land affect the area of farmers’ grain production and promote the phenomenon of "non grain" of basic farmland in the investigated area;Farmers have insufficient understanding of policies,lack the sense of ownership of basic farmland,and have low enthusiasm for protecting basic farmland.In addition,there is the dual role of market and policy.At present,the policy environment for the development of characteristic agriculture is relatively loose.Under the joint promotion of the government,village committee and farmers,it has restrained the enthusiasm of the owners of basic farmland to grow grain,so that the "non grain" occupation of basic farmland is gradually expanding.According to the analysis,the main reason of "land occupation" is the deviation of "non local grain management",which leads to the "low economic benefit".On this basis,the paper finally puts forward corresponding suggestions,mainly including: first,do a good job in risk prevention before land transfer and disclose the project list.On the one hand,promote fair transactions between the two sides of the circulation and reduce disputes after the circulation;On the other hand,avoid the "non grain" of basic farmland after transfer.Second,establish and improve a reasonable and effective land use supervision mechanism.Strictly supervise the use of basic farmland during and after the transfer,so as to clarify and implement the responsibilities.Third,improve the understanding of "non grain" and pay attention to the harm of "non grain".We should carry out extensive publicity and education on the protection of basic farmland and firmly hold the "food field and life-saving field" in our hands.Fourth,solidly promote the reclamation of cultivated land and strengthen the construction of high standard farmland.Fifth,establish and improve the interest compensation mechanism,strengthen the incentive to the main grain producing areas,and improve the compensation system for permanent basic farmland;Break the obstacles in the two-way flow of resources between the main grain producing areas and non main grain producing areas.
