Research On The Problems And Countermeasures Faced By Local Governments In The Protection Of Forest Resources

Forest resource is the main body of the terrestrial ecosystem,an important link of the system of mountains,rivers,forests,fields,lakes and grass.Forest resource protection runs through the whole process and every link of forest cultivation,protection and utilization,and is the foundation of ecological environment construction and forestry industry development.In recent years,focusing on the ecological barrier construction of the upper reaches of the Yangtze River in S province which services the overall situation of governing Shu and prospering Sichuan,flourishes S Province,gives full play to the role of forest resources in protecting ecology and improving people’s livelihood,continuously promotes the protection and scientific development of forest resources according to law.So it makes outstanding contributions to the comprehensive construction of the ecological barrier of the upper reaches of the Yangtze River and the Yellow River,and the green development of S Province.At the same time,the proportion of population in less developed areas in S province is high,and the tasks of infrastructure construction,poverty alleviation and livelihood development are very difficult and arduous.The contradiction between economic development and ecological protection is prominent.The protection of forest resources is faced with many severe situations and challenges.Based on reviewing relevant literature theories,this paper defines the concepts related to forest resource protection and forest supervision.The relationship between the protection and utilization of forest resources and the impact of over-utilization of forest resources is analyzed.At the same time,the forest resource analysis theory,forest sustainable management theory and public policy analysis theory are elaborated and applied.The forest resource protection analysis system including system process,dynamic mechanism and governance path is constructed.Then,based on introducing the current situation of forest resources,forest supervision,forest and grass law enforcement in S Province,with taking the forest supervision results of S Province in 2020 as the starting point,the data of forest supervision results covering almost all aspects of forest resource protection are analyzed by types and regions.Through analyzing,the use of forest land,forest,and other forest resources,the illegal use,the illegal investigation and the comparative situation in last 3 years are made a comprehensive evaluation.Many problems are released,including large reduction and loss in the forest resources,insufficiency increment of kinetic energy,low audit approval rate,lack of routine supervision,the great changes of forest resources in sensitive areas,no deterrent to the illegal activities of destroying forest resources and so on.This paper analyzes the reasons such as unclear target orientation,shrinking of forest resource system due to artificial reduction loss,and the shortcomings of forest resource management system.Based on the above analysis,This paper puts forward the concept that is “green mountains are worthy of millions”,set up the sustainable development of the normalized funds safeguard mechanism,promote government control to the forestry administrative licensing,strengthen the law system of team construction a increase technical support for the forest resources protection etc.
