Study On Emergency Management Of Forest Fire In Liangshan Prefecture

A little fire can destroy thousands of forests.In recent years,with global warming and frequent extreme weather,forest fire has become one of the most destructive natural disasters.Once a forest fire breaks out,it will not only destroy forest resources and affect the balanced development of ecology,but also threaten the safety of life and property of local people.Lucid waters and lush mountains are invaluable assets and Liangshan Prefecture are rich in virgin forest resources,and the total hydropower reserve of Liangshan River is as high as more than 30 million kilowatts,which is one of the main areas of power transmission from west to east.However,due to the complex topography and special geological conditions in Liangshan Prefecture,which are not conducive to water storage,coupled with the dry climate and excessive rainfall,fires occur from time to time in Liangshan Prefecture.Therefore,it is very necessary to do a good job in emergency management of forest fire prevention and protection of forest resources in Liangshan Prefecture.However,there are still many problems in forest fire emergency management,which hinder the development of forest fire emergency management in the new era.Taking the emergency management of forest fire in Liangshan Prefecture as the research object,this paper explores the emergency management of forest fire prevention and extinguishing in Liangshan Prefecture.On the basis of referring to the existing work results,this paper first briefly introduces the current situation of forest fire emergency management in Liangshan Prefecture.In order to comprehensively analyze the problems and difficulties in emergency management of forest fire prevention and extinguishing in Liangshan Prefecture,this paper investigates the composition,organizational structure and operation mechanism of professional firefighting team members at county and county levels in Liangshan Prefecture by means of questionnaire,and interviews with some county-level forest fire prevention and extinguishing headquarters staff to further understand the current situation and difficulties in emergency management of forest fire prevention and extinguishing in Liangshan Prefecture.In this paper,the methods of literature study,questionnaire survey and in-depth interview are used to go deep into the front line of forest fire prevention and control command and the implementation of fire prevention and control measures to get first-hand information,fully combine theory with practice,deeply analyze the problems and put forward solutions.Through investigation,it is found that the emergency management of forest fire prevention and extinguishing in Liangshan Prefecture has made a lot of achievements since the whole system of forest and grassland fire prevention and extinguishing headquarters in Liangshan Prefecture was transferred to the emergency management bureau,but there are also some problems and difficulties in the work.For example,the division of responsibilities and powers among departments is unclear,the rules and regulations are not perfect,and the construction of emergency rescue teams is not in place,which makes the emergency management system in Liangshan Prefecture unable to achieve better positive results.Therefore,based on the problems existing in the emergency management of forest fire prevention and extinguishing in Liangshan Prefecture,this paper puts forward some countermeasures and suggestions to optimize the emergency management of forest fire prevention and extinguishing in Liangshan Prefecture from the aspects of the establishment of permanent institutions for forest fire prevention and extinguishing,the transfer of functions,the optimization of forest fire monitoring system,the establishment of emergency rescue teams,and the improvement of forest fire prevention and extinguishing rules and regulations,so as to make reference for improving the emergency handling capacity of forest fires in Liangshan Prefecture.
