Urban And Rural Water Supply Integration From The Perspective Of Collaborative Governance Countermeasure Study

"Opinions of the CPC Central Committee and The State Council on Comprehensively Promoting the Key Work of Rural Revitalization in2022"(No.1 of the 2022 Central Committee document)points out: "Steady and steady progress in rural construction,solid development of rural infrastructure in key areas,to promote the construction and renovation of rural water supply projects,supporting the improvement of purification and disinfection facilities.Therefore,it is of great significance to further enhance the level of rural water supply security,improve the living conditions of rural residents,promote the development of rural economy,and realize the sharing of high-quality drinking water between rural residents and urban residents.This study selected J District of W City as the research object,based on the theory of public goods,urban-rural integration theory and collaborative governance theory,sorted out the research status of urban-rural integration and collaborative governance at home and abroad through literature analysis,and defined the relevant concepts.In the empirical research stage,questionnaire survey,interview analysis and other tools are used in the research.According to the analysis of the current situation of urban-rural water supply integration construction in J district of W City,the existing problems and causes of urban-rural water supply integration construction in J District of W city are discussed based on the questionnaire survey and interview of the current situation of urban-rural water supply integration construction in J district of W City and the relevant data.The optimization strategy of urban-rural water supply integration construction in J District of W City is developed from the perspective of collaborative governance.The research of this paper draws the following conclusions: First,from the perspective of collaborative governance,the problems existing in the process of urban-rural water supply integration construction in J District of W City include the weak awareness of collaborative governance of the main body,including the weak awareness of collaborative governance of government departments and social forces;The binding force of the collaborative governance mechanism is weak,the participation of social forces is arbitrary,and the normative behavior of some administrative departments is poor.The collaborative governance platform is lack of effectiveness,poor communication and insufficient capacity of governance subjects.Second,from the perspective of collaborative governance,the reasons for the problems in the urban-rural water supply integration construction in J District of W City include the cognitive deviation of the subject of collaborative governance,the imperfect supporting mechanism of collaborative governance and the imperfect construction of the collaborative governance platform.Third,from the perspective of collaborative governance,the optimization strategies of urban and rural water supply construction in J District of W City include enhancing the collaborative consciousness of participants,perfecting the supporting mechanism of collaborative governance,and improving the construction of collaborative governance platform.
