| As the process of urbanization continues to accelerate,cultivated land is increasingly being squeezed by construction land,and non-food phenomena such as conversion of existing cultivated land to cash crops or the development of aquaculture have been repeatedly banned.Under the dual pressure of the spread of the epidemic and unilateralism,it poses a certain threat to my country’s food security.The state put forward the "Notice on Resolutely Stopping the De-agriculturalization of Cultivated Land" and the "Opinions on Preventing the De-agriculturalization of Cultivated Land to Stabilize Food Production",indicating how to effectively regulate the use of cultivated land.This research is aimed at the reality of the lack of research on the driving mechanism of population-land-industry farmland non-agriculturalization and non-grainization at the scale of villages and towns.Based on field survey data in Dongtai City,Jiangsu Province and Ganzhou District,Ganzhou Province.Select the relevant factors that affect the non-agriculturalization and non-grainization of cultivated land in villages and towns,use the ISM model to analyze the hierarchical relationship between the influencing factors,and use the stepwise linear multiple regression method to screen the main factors affecting the non-agriculturalization and non-grainization of cultivated land in the two regions were screened.And discussed its driving mechanism.Aiming at the non-agriculturalization of arable land:(1)On the whole,the degree of non-agriculturalization of arable land in villages and towns in Dongtai City in the east is greater than that in Ganzhou District in the west.Moreover,the non-agricultural arable land in Dongtai City is mainly used for the construction of roads and towns,and the non-agricultural arable land in Ganzhou District is mainly used for the construction of villages.(2)The impact path of non-agriculturalization of cultivated land in villages and towns in Dongtai City is the proportion of labor migrants(+)→ the proportion of agricultural population(-)→the degree of non-agriculturalization of cultivated land(+).The explanation is that the greater the proportion of labor migrants,the smaller the proportion of the agricultural population,and the higher the degree of non-agriculturalization of cultivated land.Thereby increasing opportunities for non-agriculturalization of arable land;Among the factors affecting the non-agriculturalization of cultivated land in villages and towns in Ganzhou District,on the one hand,the proportion of agricultural population has a significant negative correlation with the degree of non-agriculturalization of cultivated land.On the other hand,the proportion of planted grain area(-)→ per capita grain output(-)→ degree of non-agriculturalization of cultivated land(+).On the surface,the situation of grain planting affects the non-agriculturalization of cultivated land,and further digging is actually affected by the protection of basic farmland.Villages with a higher proportion of planted grains have higher per capita grain output,usually the basic farmland area accounts for a relatively large area,and the basic farmland protection system is strict,so the degree of non-agriculturalization of cultivated land is less.(3)The non-agriculturalization of cultivated land in villages and towns in Dongtai City and Ganzhou District is affected by the outflow of labor.This common factor can be extended to the national level.Therefore,by increasing the support of agricultural operations on the spot,improving the level of agricultural production technology,improving the infrastructure and equipment of agricultural operations,etc.,attract labor to participate in local agricultural production activities,and stop the non-agriculturalization of cultivated land;In addition,the non-agriculturalization of arable land in the villages and towns of Ganzhou District is closely related to the situation of grain planting,which is actually affected by the protection of basic farmland.Therefore,it is necessary to improve the construction of basic farmland,adhere to the red line of permanent basic farmland,implement the basic farmland protection system,and strengthen the supervision and management of basic farmland to stop the non-agriculturalization of cultivated land.Aiming at the non-grainization of cultivated land:(1)On the whole,the degree of non-grainization of cultivated land in Dongtai City is higher than that in Ganzhou District;(2)The income level of villagers in Dongtai City and the proportion of agricultural income are positively correlated with the degree of non-grain cultivated land in villages and towns;The path of factors influencing the non-grainization of cultivated land in villages and towns in Ganzhou District is per capita cultivated land area(-)→ villager income level(+)→degree of non-grain cultivated land(+).In villages and towns where the per capita arable land is small,the surplus labor of the family grows cash crops or develops aquaculture to increase income.And the higher the income level of villagers,the more likely they are to continue planting high-yield cash crops or to develop aquaculture,and the more likely it is to de-grain cultivated land.(3)The non-graining of cultivated land in villages and towns in Dongtai City and Ganzhou District is driven by economic income.It is necessary to increase the price of grain purchase and storage and improve the grain subsidy system to ensure the income of villagers from growing crops to prevent the tendency of non-graining of cultivated land;In addition,Ganzhou District is also restricted by the endowment of cultivated land resources.It is necessary to strictly implement the cultivated land occupation and compensation balance system and policies to ensure that cultivated land resources are not reduced.It also needs to continue to effectively develop cultivated land reserve resources to ensure the effective supply of cultivated land resources. |
