Since the Reform and Opening up,China’s pig farming industry has developed rapidly,The healthy development of the industry is an important way to stabilize the normal operation of rural areas,promote the development of agricultural economy and increase farmers’ income.However,with the rapid economic growth,the increasing flow of pigs and pork products and the increasing complexity of pig diseases,biosecurity issues have formed a major obstacle to the healthy development of the pig industry and affected the safety of people’s "vegetable basket".Then,as the subject of implementation and responsibility of biosecurity,pig farmers are unable to fully realize the target of biosecurity risk prevention and control,resulting in significant biosecurity risks.In this context,how government regulations can more effectively guide and constrain the biosecurity behavior of pig farmers is a sharp issue facing the government,society and industry in the present and future period.A comprehensive and in-depth analysis of the impact of government regulations on farmers’ biosecurity behavior and its internal mechanism is of certain practical significance for the healthy development of the pig industry,and is helpful to explore the sustainable development of the breeding industry.Based on the theories of farmer behavior,government regulation and cognitive behavior,this paper discusses the biosecurity behavior of farmers,constructs the mechanism framework of government regulation’s influence on biosecurity behavior,and comprehensively analyzes the influence and mechanism of different types of government regulation on biosecurity behavior of farmers.At the same time,based on the field survey data of 351 farmers in Sichuan Province,this paper used the Poisson model,the mediation effect test model and the KHB model to explore the influence of government regulations on the adoption of biosecurity behavior by farmers and the transmission mechanismThe results showed that: firstly,in general,pig farmers have a certain awareness of biosecurity,but the level of adopting biosecurity behavior needs to be improved.The vast majority of sample households have an understanding of the economic and social value of biosecurity behavior.More than half of pig farmers are able to adopt disinfection and epidemic prevention measures inside pig farms,but the external environment and flow management are still weak links in the biosecurity prevention and control of the farm.Secondly,the implementation of governmental regulations related to the biosecurity of pig breeding needs to be improved.Among them,the implementation of guiding regulations and constraint regulations is relatively good,and the guidance,training and inspection supervision organized by the government can effectively cover most pig farmers,while the implementation of incentive regulations is relatively poor.Thirdly,government regulations can effectively constrain and guide pig farmers to adopt biosecurity behaviors,and have different influences on pig farmers’ behaviors with different characteristics.Fourthly,biosecurity cognition plays an intermediary role in the process of government regulation on the adoption of biosecurity behavior by farmers,and different regulatory measures have different ways of influence.Based on the above research conclusions,this paper puts forward the following suggestions: firstly,optimize the guidance regulation and popularize the knowledge of biosecurity prevention and control.Secondly,perfect incentive regulation to stimulate the internal power of farmers.Thirdly,strengthen supervision and regulation to reduce biosecurity risks.
