Research On Optimization Strategy Of Emergency Management Of Rural Major Epidemics From The Perspective Of Grid Management

The rapid spread and impact of the COVID-19 outbreak at the end of 2019 poses a serious threat to the lives of people around the world,and has constituted a global "pandemic".This outbreak is also a major test of China’s national governance capacity and emergency management capabilities.China’s urban community emergency management capacity has been greatly improved in recent years,but compared with the emergency management capacity of major epidemics in rural areas of China is still very weak.This epidemic has exposed that there are still many shortcomings in China’s rural emergency management system,but it is also a rare opportunity for its further development and improvement.As an innovative grass-roots governance mode,grid management has achieved remarkable results in integrating resources,improving the efficiency of government public management and the level of public service,laying a solid foundation for the modernization of national governance system and governance capacity.This study is based on the rural grassroots level,Select County B as the respondents,Based on the emergency management process theory,collaborative governance theory and seamless government theory,Using literature research,questionnaire survey and interview methods,With full consideration of adaptation,With the government administrative departments as the main body of research,To at the problems existing in grid management in response to major epidemics in rural areas,And to analyze the causes of the problem,Thus proposing the optimization strategy,By optimizing the grid early warning and monitoring system,improving the grid linkage and coordination mechanism,establishing the grid information governance platform,strengthening the grid emergency preparation ability,improving the grid multi-subject participation and improving the grid performance appraisal system and other optimization strategies,We will promote the development of emergency management capabilities for major epidemics in rural areas.
