Since 2001,the European Court of Human Rights(ECHR)has published an annual report every year, summarizing the activities of the Court in the previous year and introducing the development of case law.The annual report is authoritative in data, formal in language, precise in wording and rigorous in logic, and its classic cases have important reference value for legal research and practice. This translation project selects Chapter Two of the Annual Report 2020 of the European Court of Human Rights as the material, which elaborates on the classic cases of the ECHR in2020 and focuses on how the Court decided on the controversial points in the cases.Guided by the Translation Shifts Theory, this thesis mainly analyzes the translation difficulties of the practice from two aspects: level shifts and category shifts, discusses the shifts in the process of legal translation, and summarizes the methods and skills applicable to legal translation. It is found that in legal translation, level shifts mainly include two aspects: one is the tense and aspect shifts, and the other is the number shifts.Category shifts consist of structure shifts, class shifts, unit shifts and intra-system shifts.Among them, structure shifts are common between passive voice and active voice, and between affirmative form and negative form;class shifts are embodied in the shifts between nouns, adjectives, prepositions, verbs and other parts of speech;unit shifts mainly occur between phrases, clauses and sentences;and intra-system shifts refer to the shifts of special expressions or technical terms. This translation practice demonstrates the applicability of Catford’s Translation Shifts Theory in legal texts, expands the application of the theory, and provides rich cases for domestic human rights research in the academic field.
