Research On Inter-provincial Agricultural Ecological Compensation Based On Carbon Balance Accountin

In recent years,climate change has caused the rise of sea level and the sharp decrease of biological species,which has a significant impact on human survival and socio-economic and political development.Agriculture is one of the important sources of carbon emissions.The traditional way of agriculture is extremely unfriendly to the environment.Its excessive dependence on chemical input and fossil energy is reducing the carrying capacity of the agricultural environment.Agricultural ecological compensation system is conducive to improving the environmental quality of agricultural ecosystem,and it is of great significance to promote the transformation of production mode and the development of low-carbon agriculture.With the help of the relevant theories and research methods of agricultural ecological compensation,this paper analyzes the current situation and system design of agricultural ecological compensation.Taking 31 provinces in China as the research object,the carbon coefficient method is used to calculate the carbon emission and carbon absorption in the process of agricultural production.On this basis,the compensation value is calculated considering the carbon trading price and the Pearl growth curve,and then the average compensation value is used to modify the value of each province.The inter provincial ecological compensation standard of China’s agriculture from 1998 to 2018 is obtained,and the subject and object of compensation are defined,which provides a reference for the practice of agricultural ecological compensation.The main conclusions are as follows.(1)This paper analyzes the current situation of China’s agricultural ecological compensation,and finds the following problems:lack of systematicness and integrity,lack of reasonable and scientific compensation standards,narrow sources of compensation funds and single compensation methods,insufficient compensation supervision.The design of agricultural ecological compensation system based on carbon budget involves many aspects,such as the selection of compensation principle,the analysis and definition of compensation subject and object,the formulation of compensation amount,the determination of compensation mode and compensation way,the establishment and improvement of supporting policy guarantee and supervision mechanism.(2)The carbon emission by agricultural production in China is increasing steadily from 1998 to 2018,and the carbon emission by farmland use and livestock industry is the largest.There is large difference in the carbon emission and the carbon emission intensity of the agricultural sector in each province,and in the period of the research period,the provinces of the upper part of the annual agricultural carbon emission quantity in Henan and Hunan provinces are chiefly in Beijing,Tianjin,Shanghai,etc.The amount of carbon absorption by agricultural production in China is generally rising,and the upper carbon absorption amount is higher in Henan province and Shandong Province,and the lower level is Tibet,Qinghai Province,Ningxia Province,Shanghai Province and Tianjin province.With regard to the net carbon absorption of agriculture,except for the two provinces in Tibet and Qinghai Province,the average annual average of other provinces and cities is greater than zero,indicating better carbon fixation.(3)The agricultural ecological compensation value was revised based on the national average compensation value.After the revision,the provinces and districts of the compensation subject increased greatly,and increased to 22 areas including Tibet and Qinghai.The carbon compensation area decreased from the former 29 provinces to 9 provinces,and the annual compensation of Shandong Province,Henan province and Jiangsu province was the highest.In the area of the region,the East China,the Central district and the South China area are the main carbon payment areas,and the North China District,the southwestern district,and the northwest area are the main carbon payment areas.From 1998 to 2018,there was a change in agricultural ecological compensation division in each province.From the basic balance to the carbon compensation area of Sichuan province,Liaoning province was changed from the compensation zone to Inner Mongolia,Xinjiang and Inner Mongolia were changed from the payment zone to the basic equilibrium.In order to ensure the effective implementation of agricultural carbon ecological compensation and improve the development level of low-carbon agriculture,the following measures are put forward:changing the concept of extensive agricultural production,determining scientific and reasonable compensation standards in line with the actual needs,ensuring a variety of compensation methods,optimizing the financing methods of compensation funds and strengthening the legislation of agricultural ecological compensation.
