China is a country with strong clan roots,clan organizations and clan forces have existed in our country for more than 2,000 years,during feudal rule,clan organizations emerged as rulers,and rulers used it to divide privileged classes,as a political tool of the ruling class,clan power has penetrated into all aspects of rural production and life.After the founding of New China,clan forces suffered heavy losses.However,the clan culture has not disappeared due to the low level of rural productivity,the underdeveloped transportation,and the close blood and geographical ties of farmers.Although our country has completed the urbanization of the population to a certain extent,the way of life has not been completely changed.Natural villages with one surname as the main family and people living together widely exist in the mountainous and rural areas of our country.The purpose of villager self-governance rules and regulations is to organize rural political power and villagers to exercise democratic self-governance in accordance with laws and regulations,and complete functions such as self-governance,self-education,and self-service.However,as a new grass-roots governance method,it will inevitably be interfered by various factors.As a clan organization that has been integrated into the blood of the countryside,its influence on villagers’ self-governance is bound to play a pivotal role.Understanding how clan and their forces affect the production and life of rural society is a necessary perspective for studying my country’s rural social governance.How does clan power influence villagers’ self-governance? For a long time,domestic scholars’ research has focused on the manifestations and functions of clan,etc.This paper attempts to analyze the subject of clan members,and uses the theory of multiple subjects to study the interest correlation of each relevant subject affected by clan power,trying to open up a new perspective for the study of the influence of clan power on villagers’ self-governance.This paper selects Z Village,a typical mountainous village in the Mufu Mountains,as a case study.From the perspective of public management,it analyzes the multiple subjects related to clan power and villager autonomy,explain the reasons why clan power continues to exist,the author grew up in rural areas in mountainous areas,and after working,went deep into the rural areas in the mountainous area of Mufu Mountain for five years,research on the common clan members,clan chiefs,clan councils,and multiple subjects of village and town grass-roots governments involving clan forces in Village Z,the analysis shows that the main reasons for the negative impact of clan power on villagers’ self-government are as follows:strong clan cultural foundation,backward production methods,weak awareness of the rule of law,and absent government management,in response to these reasons,several countermeasures are put forward,such as strengthening the construction of spiritual civilization,improving the level of productivity,cultivating villagers’ awareness of the rule of law,and strengthening government management.
