Study On Government Function In Rural Culture Revitalization In Ethnic Areas

Rural cultural revitalization is an important strategic decision made by the state with the aim of flourishing rural culture,narrowing the cultural gap between urban and rural areas,and meeting the growing spiritual and cultural needs of the masses.As the implementer and promoter of the cultural revitalization strategy,the government should actively perform its functions.Ethnic minority areas used to be highly coupled with deep poverty areas in China.Due to poor natural environment,weak development foundation and low quality of population,the quality of poverty alleviation is not high,and the risk of returning to poverty is large.In consolidating poverty alleviation efforts and linking them with rural revitalization,the government should play its role in promoting the development of ethnic minority areas.Therefore,the cultural revitalization of ethnic areas cannot do without the play of government functions.It is of great significance to study the government function in the revitalization of rural culture in ethnic areas,to optimize the government function,to realize the overall revitalization of ethnic culture,and to promote the high-quality development of ethnic areas.In this paper,literature research and interview methods were adopted to conduct field research in ethnic minority areas and interview government department staff,village secretaries(directors),non-hereditary inheritors,teachers,villagers and other relevant personnel.It is concluded that the government of ethnic regions has performed the functions of overall planning of rural characteristic culture tourism,ensuring the inheritance and development of ethnic characteristic culture,guiding the development of ethnic characteristic culture and education,and providing public cultural services with ethnic characteristics.In the function performance,there are some problems,such as unscientific planning and management of rural cultural tourism,limited level of inheritance and protection of ethnic culture,slow development of education with ethnic characteristics,and low quality of rural public cultural service supply.Mainly due to the government ideological understanding is not in place,the government management system is not perfect,the fund investment mechanism is not perfect,policies and laws and regulations are not complete,cultural talent team construction lag and other reasons.On this basis,the paper puts forward the countermeasures and suggestions to optimize the government’s functions in the revitalization of rural culture in ethnic areas: actively changing ideas,clarifying the responsibilities of each department,perfecting the guarantee mechanism of capital investment,perfecting relevant policies and laws and regulations,and strengthening the construction of ethnic cultural talents.
