Research On Government Functions In The Cultural Revitalization Of Minority Areas In Heilongjiang Province

The rural revitalization strategy proposed at the 19 th National Congress of the Communist Party has milestone significance in the process of building a comprehensively well-off society and a socialist modernized nation.The report from the 20 th National Congress stresses the comprehensive promotion of rural revitalization.The most arduous and heavy tasks in building a socialist modernized nation still lie in the countryside.We must adhere to the priority of agricultural and rural development,and solidly promote the revitalization of rural industries,talents,culture,ecology,and organization.Our country is a unified multi-ethnic nation composed of 56 ethnic groups,each of which has its unique culture.In recent years,with the deepening of regional ethnic autonomy,cultural revitalization in ethnic minority areas has been increasingly valued.Heilongjiang Province,a multi-ethnic,scattered settlement border province,has attracted wide attention for its cultural revitalization due to its unique geographical location,cultural traditions,natural endowment,and issues like economic development lag and low governance efficiency.The Heilongjiang government has made the cultural revitalization of ethnic minority areas an important part of its development strategy,and actively taken measures to enhance the revitalization of culture in ethnic minority areas.Firstly,this paper,based on theories of responsible government,public goods,and ethnic culture,and in conjunction with domestic and foreign research findings,defines the roles and functions of the government and the meaning of cultural revitalization,thereby providing relevant theoretical support for this study.Secondly,in Heilongjiang ethnic minority areas,we use methods of literature research and field investigation to analyze the development status of cultural revitalization and the performance of government functions and capacity.We innovatively construct an evaluation index system for the performance of government functions in the cultural revitalization of ethnic minority areas in Heilongjiang Province,and evaluate the performance of these functions through hierarchical analysis.Next,we conduct a comprehensive and systematic analysis of the specific performance of government functions,deeply explore the specific issues and their roots that arise during the execution process,and summarize the essential causes of problems that occur in the performance of government functions during the cultural revitalization of ethnic minority areas in Heilongjiang Province.Finally,we propose suggestions for optimizing the role of government functions in the cultural revitalization of ethnic minority areas,providing some reference for local governments to better play their roles in the cultural revitalization of ethnic minority areas.
