Embedded Supply: Research On The Path Of Exogenous Social Organizations Providing Rural Public Cultural Services

Cultural construction is the top priority in achieving the rural revitalization strategy.Over the years,China has been committed to promoting the construction of a rural public cultural service system,promoting the equalization of rural public cultural services and basically forming a diversified supply pattern.As a relatively independent organizational form,exogenous social organizations are one of the important subjects in the multicultural supply system,and have enormous development space under the realistic conditions of unbalanced supply and demand of rural public cultural services.In concrete practice,the development of exogenous social organizations is also facing severe challenges from administrative system,rural publicity,organizational limitations,and other aspects.The issue of "suspension" and "disembodied" of exogenous social organizations in rural society is gradually becoming prominent.As one of the main providers of rural public cultural services,exogenous social organizations have become a realistic issue that needs to be urgently resolved in current society and academia,such as how to break their own limitations,transcend the role of "the hand of service",how to "enter the field" to address the structural mismatch between supply and demand in rural cultural construction,improve the quality and level of rural public cultural service supply,and promote the equalization of the construction of public cultural service system.The Ludong Rural Revitalization Workstation was completed in 2017.After years of development in D Town,various systems and mechanisms have become increasingly complete,greatly improving the quantity and quality of public cultural services provided in D Town.Embedding refers to the entry of one thing,structure,or system into another.It is an important way for social organizations to achieve survival and development in society.Based on extensive reference to existing relevant research results,this article constructs a three-dimensional analytical framework of "legitimacy embeddedness rationality embeddedness normalization embeddedness" to conduct in-depth research on the path of external social organizations providing rural public cultural services.This article analyzes the embedding process of the workstation and finds that in the entry stage,exogenous social organizations first achieve goal embedding by embedding local government and rural development goals;Secondly,through holding democratic meetings to consolidate the public opinion foundation,activate the key group of party members and cadres,and strengthen ideological mobilization through public opinion pressure,education of villagers,etc.,to achieve cognitive embeddedness;Finally,in an informal scenario,establish trust relationships with village committees,clans,and villagers to achieve relationship embedding.In the integration stage,exogenous social organizations first recruit expert talents to introduce high-quality and rich talent resources to the local community;Secondly,activate the literary and artistic groups within the village by standardizing the organization,developing teams,exploring alliances,and other ways;Finally,the transformation of rural public space has generally formed a "one core and multiple" public space.In the stage of order maintenance,exogenous social organizations engage in institutional cooperation with local governments vertically to ensure the supply of institutional resources;Cultivate and expand the subjectivity of the village,and strengthen the trust relationship between the organization and the village.Horizontally,exogenous social organizations gather social strength for the sustainable development of the organization through cooperation with domestic universities and local enterprises.At the same time,exogenous social organizations also adopt a series of measures to reproduce their intrinsic attributes,including strengthening structural management,building a talent team,utilizing information technology,and introducing market logic.This article attempts to explore the micro interaction process between exogenous social organizations and local society by analyzing the case of the Rural Revitalization Workstation in Eastern Shandong,refining the general behavior of exogenous social organizations in providing rural public cultural services,summarizing the successful experience of local construction with multiple entities in providing public cultural services,providing ideas for other regions to improve the level of public cultural service supply,and promoting the transformation of local experience into Chinese wisdom.
