The Construction And Statistical Measurement Of The "Five Concepts For Development" Index System In Shaanxi Province

The proposal of "Five Concepts for Development" provides new ideas for our country’s development direction and development focus.They are interconnected and interlinked to form a complete system.However,in recent years,there have been few studies on the "Five Concepts for Development" and most of them are concentrated in the theoretical research field,and the construction of the indicator system is even rarer.Therefore,based on the actual situation in Shaanxi Province,this article establishes the "Five Concepts for Development" indicator system on the basis of the original research,and provides some ideas for solving some economic problems under the new economic normal by promoting the implementation of the "Five Concepts for Development" Guidance and theoretical guidance.First,systematically sort out the relevant theories and literature on the research of the "Five Concepts for Development",and based on the connotation of the "Five Concepts for Development" and the actual situation in Shaanxi Province,construct Shaanxi Province with 5first-level indicators and 23 second-level indicators.Secondly,the combined weighting method of improved FAHP-CRITIC is used to measure the development status of the "Five Concepts for Development" of Shaanxi Province in 2018.The research results show that: the proportion of the total weight of innovation development indicators and the total weight of green development indicators is relatively high.The total weight of open development and shared development indicators is not much different.Finally,based on the comprehensive weights and normalized data of the second-level indicators,the comprehensive development status of the cities in Shaanxi Province and the development status of the five first-level indicators are comprehensively evaluated.Judging from the spatial distribution of comprehensive development scores of various cities,the comprehensive development level of Xi’an is much higher than that of other cities.The development level of six cities is at the fourth level,which shows that the development level of most cities is not much different;Xi’an has the highest level of development,with varying levels of innovation and development,and most of them are concentrated on the fourth level.In terms of coordinated development,the coordinated development level of each city is relatively concentrated,not much different,and there are many cities in the second level;green In terms of development,the green development level of each city is relatively scattered,Hanzhong City has the highest green development level,and Weinan City is quite different from other cities;in terms of open development,Xi’an City has the highest development level,and five cities have the fourth level of open development.In terms of shared development,Xi’an has the highest level of development.The other cities are distributed in four different levels,and the level of shared development is not much different.In summary,in order to better promote the implementation of Shaanxi’s "Five Development Concepts",from stimulating the innovation vitality and creative potential of each city,promoting the coordinated development of each city,promoting the green transformation of each city’s economy,creating a new highland for each city to open to the outside world,and improving shared development Proposed countermeasures and suggestions in five aspects.
