| The process of public participation in rural environmental governance is essentially the process of giving full play to the responsibility of governance subjects and participating in the governance of rural environmental public affairs.However,the public participation in rural environmental governance in China still has some shortcomings,such as different awareness of participation,shallow participation,poor participation channels,and unsatisfactory participation effect,which seriously affect the enthusiasm of the public to participate in rural environmental governance.In the past,the research on public participation in rural environmental governance focused on the factors that affect the willingness of public participation,mostly from the theoretical research of multi center governance or participatory governance.Although we also pay attention to the role of social capital in promoting public participation,there is a lack of systematic research on the mechanism of public participation from the perspective of social capital.Therefore,based on the perspective of social capital,this paper makes a systematic study on the mechanism of public participation in rural environmental governance from the three aspects of the power mechanism,operation mechanism and security mechanism of public participation.In this paper,n county in Guangxi is selected as a case,through the questionnaire survey of the local public,in-depth interviews with the staff of relevant departments,to understand the current situation and effectiveness of public participation in the rural environmental governance of n county,analyze the existing problems and causes of the public participation mechanism in the rural environmental governance of the county,and finally put forward the corresponding solutions.Relying on the "love supermarket" system,the civil society and grass-roots party organizations,n county has made some achievements in improving the enthusiasm and participation of the public in rural environmental governance,and social capital has played a certain role in the construction of public participation mechanism.However,there are still some problems in the power mechanism,operation mechanism and security mechanism of public participation,such as weak power mechanism,low efficiency of operation mechanism and imperfect security mechanism.The possible reason lies in the insufficient utilization and cultivation of social capital.Therefore,from the perspective of social capital,this paper attempts to put forward countermeasures and suggestions to improve the mechanism of public participation: first,the government should establish a new concept of environmental governance,constantly cultivate the public spirit and identity of the participation culture of the public;second,it is necessary to strengthen the mechanism of public participation based on mutual trust and reciprocity,establish and improve the rural social trust system,build a public space,and improve the public participation mechanism The third is to speed up the construction of organizational strength in the network of public participation and enhance the coordination ability of the main body;the fourth is to strengthen the guarantee mechanism,constantly improve the formal systems such as laws and regulations,and strengthen the constraint and guarantee role of the moral reputation mechanism and informal norms such as village rules and regulations. |
