Social Worker To Promote Residents’ Participation Incommunity Environmental Governance From The Spectiveof Social Capital

After the 19 th CPC National Congress,the CPC Central Committee put forward a new idea of social governance,requiring the focus of social governance to gradually shift to the community level.Community is the basic component of social governance and development in China,and community governance is an important task of grass-roots work.As the most important participants,community residents occupy the main position in community governance.However,the survey shows that residents’ willingness to participate in governance is not strong,but more shows "weak participation" and low participation ratio,which is the self-interest motivation as the main driving force.In terms of participation mode,the individual atomization participation is dominated.Social workers can excavate and cultivate the community social capital,mobilize the enthusiasm of the residents,and promote the residents to actively participate in the community environmental governance.Specifically,the important content of community social capital,"community trust,community norms and community network",is exerted on the community residents to play their role of community subjectivity,improve the motivation of participation,and enhance the sense of belonging of the community.This paper takes the household waste classification project in the community environmental governance of C street social work station as a case study.Through the interview method and observation method,it is learned that the residents of C C commercial housing community on C Street have a strong sense of participation,but the execution of household garbage classification is low;the residents in LX urban village are not willing to participate in household garbage classification,and the implementation effect of household garbage classification is general.As an important measure to promote residents to participate in community environmental governance,C street living garbage classification project community trust benefit cover narrow,community network linkage mechanism,community norms participation in single platform,the cause of these problems is that the community trust cycle fracture,community residents interactive network one-way,residents host culture.Based on the above two kinds of community residents involved in living garbage classification,this paper from the perspective of social capital,living garbage classification as an example of social workers in promoting residents to participate in community environmental governance strategy: consolidate the trust of social capital entities,broaden the relationship between social capital entity network,shaping the social capital entity service specification.First of all,social workers take the vision of building a good community environment to enhance residents’ attention to community household garbage classification.By clarifying the situation of each community social capital entity,the trust system of the community social capital entity is constructed to form a virtuous circle.Secondly,social workers invigorate the relationship network of all ages in the community,and cultivate and develop community self-organizations and residents’ interest groups.By mobilizing community group resources,social workers cultivate community social organizations,and build a platform for residents to participate in community environmental governance.Finally,take norms as the basis,take efficiency as the guidance,and take community norms to improve efficiency.Social workers promote the establishment of community social organizations according to the garbage classification guidelines formulated by government departments,give full play to the positive role of community ethics,so that residents have rules to follow to participate in the action of household waste classification.Through the establishment of residents ’self-organization,strengthening organizational norms,the improvement of residents’ participation in voluntary service mechanism,strengthen the relationship network of community residents,form mutual assistance norms in the community,and thus promote the accumulation of residents’ social capital.
