Public Security Risk Collaborative Governance Driven By Big Data

Data is the basic element of governance and the "new energy" for the development of the digital society.In order to build the urban data resource system and the "super brain" of public governance,the government needs to portrait the reality of urban governance through big data,establish a data-driven decision-making and service system of urban governance,so as to improve the professional,digital and intelligent efficacy of urban governance.In this process,how does data drive urban public security risk governance to intelligent and collaborative development?How to understand the different mechanisms in different stages of public security risk?As an urban public security governance mode driven by big data and information platform,what is the difference between the public security management platform and the traditional comprehensive governance mode of social security?To solve these problems,this paper is based on the case study of Xiamen Public Safety Information Management System,the first digital platform in the field of urban public security governance in China,and comprehensively uses grounded theoretical analysis,semi-structured interview,participatory observation and so on.This paper abstracts the data-driven analysis framework of the collaborative governance mechanism of urban public security.It argues that the main functions of public safety management systems driven by datas are integrating the basic data of urban public security,sharing the big data information of urban public security,dynamically monitoring the elements of urban public security,mining the value of big data of public security,judging the governance situation of public security,evaluating the risk of public security,prevention public security risk and so on.Then,the paper analysises three mechanisms in public sercurity management,which are urban public security risk identification mechanism based on data aggregation,urban public security risk judgment mechanism based on data association,urban public security risk prevention mechanism based on department collaboration.These mechanisms focus on the interaction of the core proposition of "collaborative governance" of urban public security risk in the networked,digital and intelligent scenarios.Through the collaborative operation of business,organization and process,this paper builds a big data-driven collaborative governance model of urban public security risk governance of whole elements,whole process and whole cycle,so as to realize the sustainable development of urban public security.The collaborative governance of physical world and information space promotes the digitalization and intellectualization of urban public security governance mode,business process and decision-making mode.
