Research On The Measurement Of The Modernization Of Government Governance Ability Based On Multi-source Heterogeneous Data

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed for the first time the "modernization of national governance system and governance capabilities".The report of the 19 th National Congress of the Communist Party of China once again emphasized the role of government governance in national development from a strategic perspective.The Fifth Plenary Session of the 19 th Central Committee of the Party proposed " To build a government governance system with clear responsibilities and administration according to law".The most important thing in advancing the modernization of the national governance system and governance capacity lies in the realization of the modernization of government governance capacity.In the process of advancing the modernization of the national governance system and governance capabilities,scientific and reasonable evaluation of the modernization of government governance capabilities is an issue that should be studied in the next stage.The research of this paper focuses on the construction and measurement of the modernization index system of government governance capabilities,mainly using data visualization analysis,policy text quantification method,entropy method,analytic hierarchy process,combined evaluation method to analyze multi-source heterogeneous data.The research focus of this paper is mainly on the measurement of the modernization of government governance capabilities,mainly using data visualization analysis,policy text quantification method,multivariate analysis method,entropy weight method and other research methods.In the theoretical analysis,this paper mainly highlights the understanding of the modernization of government governance capabilities,and analyzes the current key areas of the modernization of government governance capabilities through quantitative analysis of relevant policy texts of government governance capabilities modernization.According to the results of the analysis combined with "five in one" general layout,building modernization index system of governance from government economic modernization of governance,modernization of political governance,social governance modernization,modern management culture,ecological modernization in five areas of governance.The modernization of governance capacity in China and 31 provinces is measured and the spatial pattern of modernization of government governance capacity is analyzed.Through the above research,this paper mainly draws the following conclusions.At present,China should accelerate the transformation of economic development mode,promote the coordinated development of economy and society,and provide basic guarantee for the modernization of government governance capacity.At the same time,China should also shift its focus to the overall layout of “ five in one ” and promote the modernization of government governance system and governance capacity.Further,there are differences in the modernization structure of government governance ability between different provinces.It is necessary to adjust measures to local conditions and seek a breakthrough in the modernization of government governance ability according to the development characteristics of various provinces and cities.For example,Shaanxi Province should give full play to its technological and educational advantages,pay attention to the modernization of social governance and cultural governance,and increase the attention to the modernization of political governance.
