A Study On Community Collaborative Governance Of Public Crisis Based On SFIC Model

The outbreak and prevention and control of COVID-19 is a great test and test for community governance.Since the outbreak of the epidemic,from central to local levels have attached great importance to the epidemic prevention and control,and the community as a first line of defense against disease.Communities are at the forefront of the prevention and control of COVID-19.As long as we firmly guard this line of defense,we will be able to build a strong fortress to stop the spread of the epidemic.In order to defuse the risk of epidemic prevention and control,different governance bodies cooperated tacitly under the unified leadership of the district government,cooperated with each other on the platform of the G community,participated in the epidemic prevention and control process together in an orderly manner,and built a multi-coordination network.This governance model has broken the traditional community governance structure,enabled more governance bodies to participate in epidemic prevention and control,linked more governance resources,and improved the efficiency and quality of epidemic prevention and control work.Then how is the multi-subject cooperative governance model of G community constructed in epidemic prevention and control?How do the multiple subjects in collaborative governance participate in the governance process?How does this governance model work?The author takes this as the research topic,combines the historical background and the basic national conditions,based on the "collaborative governance"perspective,takes its classic model(SFIC model)as the analytical framework,studies the construction and operation process of the collaborative governance model of public crisis in G community,and tries to explore the path of building the collaborative governance model of public crisis in G community.It is expected to provide reference for the construction of collaborative governance under the normal governance of urban communities in the future,so as to promote the construction of urban community governance system and capacity.The study found that from February to April 2020,the G community actively responded to the impact of COVID-19,acted as the first line of defense against the epidemic,and firmly defended this line of defense,building a strong fortress for the community residents to stop the spread of the epidemic.In the fight against the epidemic,community governance subjects of G and social governance subjects,under the leadership of the Q government,jointly prevented and fought against COVID-19,and won the final victory in the fight against the epidemic.Grassroots communities,as the real carriers of policy deployment and action implementation,provide a platform for multiple actors to coordinate the fight against the epidemic.First of all,the G community neighborhood committee plays a fundamental role.When all social forces enter the G community,the G community neighborhood committee will fully coordinate all forces according to the policy requirements,assign tasks and do a good job of work deployment according to the characteristics of each participant.If the property security is mainly responsible for guarding the entrance and exit of the community,check and register the entry and exit personnel;G community grid operator is mainly responsible for information screening,especially for the establishment of detailed ledgers for personnel in key areas of the epidemic;Volunteers are mainly responsible for providing services for all kinds of home isolation personnel to meet the basic needs of life.Secondly,ensure the effective operation of community life order.During outbreaks,G community residents’ committees give full play to the resource integration ability and organization and coordination ability,adjust the working status from the "norm management" as the "crisis emergency management",from trying to raise and epidemic prevention,coordination residents daily necessities and supply,public area sanitizers,even outbreak of psychological counseling work,to ensure the normal operation of community life order,It laid a foundation for the restoration of normal order in social life.The third,we need to support community harmony and stability.To prevent and control the epidemic in communities,we should not only provide material care to community residents,but also relieve their panic and anxiety.During the epidemic prevention and control process,the G community neighborhood committee actively publicized the prevention and control policies by using carriers such as WeChat group,community grid group and micro-neighborhood,as well as posters,banners and circulatory broadcasts to guide residents to consciously obey management and support and cooperate with the epidemic prevention and control work in the community.At the same time,relevant knowledge of epidemic prevention and control is publicized,so that community residents can understand the specific procedures and relevant practices of home isolation,centralized isolation and case treatment in a timely manner,and help community residents overcome anxiety.
