Research On The Collaborative Governance Mechanism Of Public Security Of Community Based On The SFIC Model

With the advent of the information age and the rapid social development,the demands of diverse interests,varied ideas,diverse lifestyles,social security situation is becoming increasingly complex,as urban security in primary cell composition,the public security of community to highlight the growing importance.Different types of urban communities and significant differences crowd bring difficulty to keep public security of community.Local governments must be adapted to local conditions,and adroitly guide action according to circumstances.While strengthening governance core competencies,the government should also integrate various resources,to play the role of multiple subjects of local enterprises,associations and residents,stimulate collaborative willingness to enhance interoperability,build a collaborative platform,constantly form a powerful force in community policing co-governance.This paper is divided into five chapters,arrangements are as follows: The first chapter deals with the topics of the basis,significance,research status,research ideas and methods,emphasizes on the basic theories and developments of governance and collaborative governance.The second chapter is the theoretical basis and the concept definition.It mainly explains the basic concepts and basic theories,including the SFIC Collaborative Governance Model(S is Starting conditions,F is Facilitative leadership,I is Institutional design,C is Collaborative process,which are four main parts of the model)and present status of theoretical and research framework models,the proposal and development of social security comprehensive management,and the functional areas,the specific content,the relevant theory of public security of community,the position and structure of the Social Security Comprehensive Management Work Center(the Comprehensive Management Center).The third chapter discusses in the status of work on public security of community in H District of Shanghai on the basis of the SFIC Collaborative Governance Model.This chapter briefly describes the work of institutions,functions and the Comprehensive Management Center standardization construction of the situation,analyzes the collaboration of multi-agents under the guidance of the Comprehensive Management Center with four typical cases in the area of public security of community which based on the SFIC Collaborative Governance Model in H District.Moreover,this chapter is also in order to explore the effective operation mode of the SFIC Collaborative Governance Model in public security of community and collaboration management,and to analyze the effectiveness.The fourth chapter deals with the analysis of the problems and the reasons that hinder the effectiveness of the collaborative governance mechanism,analyzes the distribution of the four parts of the SFIC Collaborative Governance Model in the four cases described in the third chapter,which to provide a reference model for exploring the problems and causes of the effectiveness of the collaborative governance mechanism in urban public security of community.The fifth chapter discusses in the Exploring of the countermeasures to promote the sustainable operation of the collaborative governance mechanism of public security of community which based on the SFIC Collaborative Governance Model.Furthermore,this chapter is also about the resistance and the reason which influence the effective operation of collaborative governance,putting forward method to enhance collaborative motivation in comprehensive management of social security community,on the basis of the SFIC Collaborative Model,which including starting conditions,facilitative leadership,institutional design,and collaborative process four parts.
