The Fourth Plenary Session of the 18th CPC Central Committee makes demands that to promote the public legal service system with full coverage for both rural and urban residents,and to strengthen the legal service for people's livelihood.It puts forward higher request to the justice administrative departments in terms of the ability and level of ensuring people's livelihood and maintaining a stable and harmonious society.In this connection,Tianjin Binhai New Area explored to build the public legal service system.However,it is far from the demands of Central Party.This thesis aims to analyze and do some research on the current situation,practices and existing questions of the construction of public legal service system of Tianjin Binhai New Area so as to propose some useful advices for optimizing the system.This thesis takes the construction of public legal service system of Tianjin Binhai New Area as the object of the study.It studies the basic theory of public legal service system and explains relative concepts at the very beginning.As it learns the advanced experience at home and abroad,and conducts a fully survey of current situation in Tianjin Binhai New Area,the thesis tries to find out some existing problems and analyze the demands and supply capacity in the course of constructing public legal service system.Finally,according to the existing problems and the prediction to the development,the thesis puts forward some useful advices from 8 aspects,such as improving propaganda system,distributing resources reasonably,promoting research and development of service products,providing services in many ways and so on.
