Research On The Supply Of Public Legal Services In P County From The Perspective Of The New Public Service Theory

The new public service theory is a new management theory about public management put forward by the denharts.The theory focuses on civil rights and public interests,advocates the transformation of government role from "steering" to service,and attaches importance to citizen participation and people themselves.At the present stage,China's government function reform is in full swing.The ideological essence of the new public service theory coincides with the direction of China's government function reform.The new public service theory has important reference significance for the construction of service government in China.Public legal service is an important part of the government's public functions and an important measure to protect and improve people's livelihood.Since the Ministry of justice proposed the public legal service in 2014,the public legal service in China has developed rapidly.However,due to the long-term influence of urban-rural dual structure,the supply of public legal services in rural areas is still at a relatively low level.Can not fully adapt to the new needs of social development.P county is located in the old revolutionary base area.Compared with the developed coastal cities in the southeast,the supply level of public legal services in P county is relatively backward.However,in recent years,with the continuous progress of urbanization,contradictions in the fields of land acquisition and demolition,land transfer,marriage and family are concentrated.The total demand of residents in P County for public legal services is increasing,and the types are more complex and diverse.It is of great practical and theoretical significance to study the problems existing in the supply of public legal services in P county and explore solutions.On the one hand,the research on the supply of public legal services in P county can provide reference for other rural areas to improve the supply level of public legal services.On the other hand,the research on the supply of rural public legal services in P county is the practice and innovative application of the new public service theory,which broadens the research and application fields of the new public service theory and has certain theoretical significance.Through the analysis,it is found that although the quality and level of public legal service supply in P county has made great progress in recent years,due to the late start and poor foundation,there are still some problems in the supply of rural public legal service in P County,such as insufficient total supply,poor supply quality and uneven distribution of supply resources.Further analysis shows that the problems in the supply of rural public legal services in P county are caused by the imperfect top-level design of public legal services,the imperfect supply mechanism of public legal services,the single way of funding guarantee and the heavy financial pressure of the government.Combined with the Enlightenment of the new public service theory,through the on-the-spot investigation of P county and combined with the practical experience of various places,this paper puts forward some countermeasures to solve the problems existing in the supply of public legal services in P county.First,strengthen the top-level design of public legal service supply.Second,improve the supply mechanism of public legal services.Third,strengthen the financial guarantee of the supply of rural public legal services.
