| The safety of juvenile has been a social issue of close concern all over the world.Juvenile mainly refer to children and teenagers under the age of 18,who are in the period of educational need.Due to incomplete mental development and lack of certain life experience,their psychology presents complex and changeable characteristics,and are easy to commit crime influenced by the world outside.Juvenile crime has become global phenomenon and has a profound negative impact on the society.The delinquency of juvenile involves many factors such as schools、families and the social environment.In the Internet era,once the juvenile delinquency happens,it will be spread quickly,causing extensive social concern and discussion.News report is an important carrier for the dissemination of juvenile delinquency incidents.How media report juvenile delinquency incidents will greatly affect the trend of social public opinion.The framework of news report plays an important role in the presentation of news text.Through the framework of news report,it can influence the theme of news report and discourse practice.At the same time,the positioning and nature of the media will have an impact on the construction of the reporting framework.Compared with comprehensive newspapers with wider coverage,the three newspapers Legal Daily,Procuratorate Daily and People’s Court Daily selected in this study are typical representatives in the fields of public,procuratorate and law,and are more professional and authoritative in the judicial report field.In view of this,this study takes the reports on juvenile delinquency from Legal Daily,Procuratorate Daily and People’s Court Daily from 2000 to 2019 as the research object,and discusses how to construct the reporting framework on juvenile delinquency.This study attempts to answer the following questions: I.What kind of news reports about juvenile delinquency presented by three newspapers during the 20years? What are the characteristics of diachronic changes? How do these three newspapers report the cases of juvenile delinquency: What role types of the juvenile delinquency in the reports presented by the media? What are the causes of crimes?What are the types of crimes? What are the differences in the sex ratio and age distribution of juvenile delinquency?II.What kind of reporting framework does the news reports on juvenile delinquency reflect in these three newspapers during the 20years? Ⅲ.What are the characteristics of the reporting framework of these three newspapers on juvenile delinquency as time goes by? IV.Based on the analysis of the content and framework of the three newspapers’ reports,this paper discusses the role orientation,existing problems of the media in the coverage of juvenile delinquency,and explores the space for the media to make progress in the construction of the coverage of juvenile delinquency,the public issue.Based on the above problems,this study adopts text analysis method,content analysis method and case study method,combined with the framework theory,analyze the content and framework of the total samples of 858 articles and the samples which were selected from the total samples of the three newspapers from 2000 to2019.Combined with the above four questions,the conclusions are presented as follows:First,according to the analysis of 858 overall reports,the juvenile delinquency reports of the three newspapers showed three trends: the number of juvenile delinquency reports developed steadily from 2000 to 2008;The number of reports surged from 2009 to 2015;From 2016 to 2019,the number of reports showed a downward trend.These reports are mainly short and medium length,with more use of communication and news genres,and the news genre is relatively fixed.The official source is the main source,and they pay attention to the criminal case reports and government behavior.The tone of the report was neutral.Through the analysis of the case reports,it can be seen that the juvenile delinquency presented by the three newspapers are mainly crimes committed in the society by juvenile who leaving campus and their families,and the perpetrators are mostly male teenagers aged 13 to17.Affected by family misfortune,bad character,negative influence of the real society and other factors,they commit crimes of robbery and theft,violent injury and intentional homicide.Second,the analysis of the reporting framework of juvenile delinquency is carried out from three levels: structural framework,expression framework and theme framework.First of all,the structural framework is analyzed from three perspectives:report structure,report technique and report logic;Then,the expression frame is analyzed from the position and presentation of the report;Finally,through the analysis of the thematic framework,it is found that there are five reporting frameworks in the reports of juvenile delinquency in the three newspapers: Fact Statement Framework,Responsibility Attribution Framework,Human Interest Framework,Solution Framework,Policy and Regulation Framework.Third,with the evolution of time,the reporting framework of juvenile delinquency in the three newspapers showed three stages: from 2000 to 2008,Fact Statement Framework was dominant and the worrying reality of juvenile delinquency was reported;From 2009 to 2015,Policy and Regulation Framework was highlighted,and the significant motivation of juvenile delinquents’ assistance was reported.From2016 to 2019,The Fact Statement Framework and Policy and Regulation Framework are still the main framework,but the framework of human interest shows a rising trend,which emphasizes the humanistic care for juvenile offenders.Fourth,the paper find that the three newspapers play an important role as the disseminator of legal information,the expression of humanistic care and the participant of crime prevention in the process of juvenile crime prevention in China through the report of juvenile crime.At the same time,there are some problems in the report text,such as the pattern of the report frame,the lack of discourse of juvenile delinquents,and excessive disclosure of criminal details.To sum up,this study suggests that the three newspapers reported juvenile delinquency under the framework of the news,presents objective facts of juvenile delinquency,highlights the social from all walks of life in juvenile delinquents rescue action,also highlights the humanistic care of juvenile delinquents.The three newaspapers also paly an important role in the juvenile delinquency reports which is a public issue.At the same time,in view of some of these problems,this study believes that when reporting similar events,media should keep pace with the times,enrich the reporting framework model,take advantage of the platform,and give the reported objects the right to express their discourse.At the same time,journalists’ professional ethics and legal literacy should also be improved. |
