Research On Implementation Of Soybean Seed Industry Support Policy Of Jiaxiang County Government

Seed is the top priority of agricultural development.China is a typical food importing country,and soybean is one of the largest food importing species,and the security of soybean seeds is related to the fundamental security of national food.This paper summarizes the practical research of domestic and foreign experts and scholars in the theory of public policy implementation and soybean seed industry policy research,and discusses the focus and shortcomings of domestic and foreign research.We take the policy implementation status of soybean seed industry in Jiaxiang County,Shandong Province as the entry point,and obtain first-hand data and resources through personal contact interviews with staff and target groups of government agencies,and adopt a combination of visits and research questionnaires to observe the development measures,effects,and policy implementation status of the seed industry in Jiaxiang County from all aspects,and use the Smith’s policy implementation theory model as the analytical framework to dig deeper into the existing problems and find the causes of the problems.By investigating the situation and effects of the implementation of soybean seed industry support policies in Jiaxiang County,we analyze the ambiguous policy positioning,lack of supporting policies,poor coordination among implementing agencies,insufficient capacity and quality of implementing agency personnel,low policy attention,conflict between market environment and policies,insufficient attention to seed industry development,insufficient financial support,and inadequate intellectual property protection system in the implementation of soybean seed industry support policies in Jiaxiang County.The problems such as inadequate financial support and inadequate intellectual property protection system.Then,the factors that affect the implementation of soybean seed industry support policies in Jiaxiang County are studied in depth,such as policy formulation out of practice,unsystematic policy formulation,lack of communication,coordination and professional talents in implementing agencies,lack of monitoring and evaluation mechanisms for policy implementation,differences between target groups’ perceptions and policies,lack of motivation to participate,underdeveloped county economy,and unsound legal environment of soybean seed industry.Finally,countermeasures are proposed to improve the seed industry policy system,enhance the capacity of implementation subjects and communication and coordination mechanisms,improve the participation of target groups,and further optimize the implementation environment of soybean seed industry support policies.It is hoped that the study can eliminate policy implementation blockages,improve policy implementation efficiency,and make the soybean seed industry support policies work to ensure farmers’income and rapid development of the seed industry.At the same time,it will also provide an example for the implementation of soybean seed industry and other agricultural policies in other regions.
