Research On Political Resource Allocation In Urban Community Governance

Political resources are the basic resources for the normal operation of political life and the content of resources are closely related to the political subject.Since the 18 th CPC National Congress,China’s urban community governance has ushered in a new development environment.Under the social governance pattern of co-construction,co-governance and sharing,how to effectively realize community collaborative governan ce and improve the effectiveness of grassroots governance has become a new exploration direction of community.Under the background of this period,social organizations,various types of community autonomy organizations,market organizations have enter the arena,becoming an important force in community governance,the increase of the multiple subject brings the restructuring of the balance of power among the subjects,the paper have to answer is what are the political resources used by the governance body in the current urban community governance,How they operate will give us some enlightenment to optimize the allocation of community political resources.This study takes "political resource allocation in urban community governance" as the theme,comprehensively uses literature analysis method,case analysis method,historical analysis method and other research methods,and takes theoretical construction,development status,internal logic analysis and optimization idea as the research path to conduct in-depth analysis of political resources in urban community.First of all,this paper defines political resources from the perspective of community governance subjects,and summarizes the content of political resources into political and cultural resources,organizational resources,party system resources,policy resources,social capital,material resources and soon.According to the main body composition of urban community governance,the political resources in urban communities are d ivided into three parts:policy elements,organization elements and social capital elements.The implementation subjects of policy elements are mainly the government,and the allocation subjects of organization elements are mainly grass-roots party organizations,social organizations and market organizations.The allocation of social capital elements mainly comes from the communication among residents,autonomous organizations and social organizations in communities.Secondly,from the logic of the policy process,there is a process dilemma in the allocation of policy elements.On the demand side of the policy,the smooth expression of community interests deepens the negative impact of the government’s identification of demand preference.On the policy supply side,policy implementation and evaluation interfere with the implementation of policy.The structural dilemma of organizatio nal elements and social capital elements both are immature institutional mechanism and insufficient resource stock.Thirdly,through the horizontal contrast three elements of the plight of the internal logic can be found that the root cause lies in the structural change of state and society.Finally,this paper puts forward some targeted optimization ideas in the process of analyzing policy factors,organization factors and social capital factors.
