Research On Allocation Of Community Governance Resources Under Emergency Condition

Community governance at the grassroots level is an important measure to promote the modernization of national governance system and governance capacity.In the face of the current complex form of frequent crises,improving community governance capacity under emergency situation is conducive to the construction of a social governance pattern of joint construction,governance and sharing,and further enhance the sense of gain,happiness and security of the people.Fundamentally,resource allocation ability is a key factor to measure community governance ability.When an emergency occurs,if there is a problem in the allocation of resources in the community,it will lead to a series of chain reactions,resulting in a more passive and less optimistic reality,affecting the normal order of the community and the quality and efficiency of community governance.Optimizing resource allocation is the guarantee of improving community governance capacity,which can promote the complementary advantage of resources,improve the efficiency of resource utilization,and fully stimulate the vitality of community governance.Therefore,it is of great practical significance to study the allocation of community governance resources in emergency state to improve the capacity of grassroots governance.In this paper,interviews,questionnaires,participatory observation and other methods were used to study the prevention and control of COVID-19 in S Street of J County,and resources allocation of community governance in S Street during the COVID-19 outbreak was summarized.A detailed analysis of the basic situation of community governance of S Street during the novel coronavirus outbreak and the relevant situation of resource allocation of community governance of S Street during the novel coronavirus outbreak(including the main content of resources in community governance of S Street during the novel coronavirus outbreak,the main practices of resource allocation,the reform process of resource allocation,and the achievements of resource allocation),According to questionnaires,interviews and surveys,problems in the allocation of community governance resources in S Street are mainly shown as follows:Insufficient supply of resources and unbalanced allocation of resources destroy the basis of fairness of community resources.The intensified contradiction between supply and demand of resources under emergency condition restricts the efficiency of resource allocation,the difficulty of resource linkage and integration leads to inadequate resource subsidence,the deviation between human resource allocation and community governance requirements,and the insufficient integration of scientific and technological resources and community governance.The main reasons for the above problems include:insufficient top-level design and overall planning of resource allocation,superficial emergency mechanism of community resource allocation,immature application of multi-subject governance logic in communities,unsound system of community personnel selection and education,and weak support of modern science and technology.In view of the above problems and causes,this paper puts forward countermeasures and suggestions to optimize the allocation of community governance resources by using relevant knowledge of public management and combining with local realities,namely:Optimize the top-level design of resource allocation,improve the supporting mechanism,attract social capital to participate in community governance to activate the potential of resource allocation,give full play to the effectiveness of collaborative governance to build a community governance"community",strengthen the construction of community talent team and consolidate the human foundation of community governance,and promote the transformation of intelligent community governance.
