In recent years,the relevant theories of job burnout have been paid more and more attention by scholars at home and abroad,and the research results have been more widely and deeply applied to the staff management of education,medical treatment,enterprises and other organizations.However,the research and application of job burnout theory have not been widely radiated to government organs,and the research on Job Burnout of non staff personnel in grass-roots government is relatively scarce from theory to application.In recent years,under the policy environment of "reducing but not increasing the establishment",facing the current situation of raising the standard of grass-roots services and sinking the rights and responsibilities of functions,grass-roots governments can only rely on a large number of non staff personnel to ensure the effective operation of government functions.However,in the actual grass-roots government work,non staff personnel often have low work efficiency,poor work attitude,poor work promotion and so on.According to relevant research,this phenomenon is closely.related to the job burnout of non staff personnel of grass-roots government.Therefore,this paper mainly studies the non staff personnel of the grass-roots government,selects 210 non staff personnel of the grass-roots government in Jiaxiang County,Shandong Province as the research object for empirical research,uses the questionnaire survey method to obtain data and conduct quantitative analysis,hoping to understand the current situation of job burnout of the non staff personnel of the grass-roots government in Jiaxiang County and analyze the causes of job burnout of the respondents,And accordingly put forward scientific and reasonable countermeasures to alleviate their job burnout.This paper will sort out and summarize the current research status of job burnout related theories at home and abroad,select the appropriate theoretical support,and put forward the research framework.Then around the theory,with the help of MBI questionnaire,this paper understands the current situation of job burnout of non staff members of grass-roots government in Jiaxiang County,and puts forward the research hypothesis based on ERG theory,that is,it is considered that the frustration of basic survival needs,mutual relationship needs and growth and development needs will lead to job burnout of non staff members of grass-roots government.Then take the above three lack of needs of the research object as the independent variable and the degree of job burnout as the dependent variable to conduct an empirical study on the research object.Through data analysis,it is known that the reduction of personal achievement of non staff personnel of Jiaxiang County grass-roots government is the most serious,and the factors that have a significant impact on their burnout are age and length of service.In terms of the influencing factors of job burnout,the lack of humanistic needs has a positive impact on the degree of job burnout of the subjects.Finally,according to the preliminary research and analysis results,put forward opinions and suggestions on improving the satisfaction of the needs of non staff personnel of grass-roots government.For the basic living needs,the main suggestions are to explore a reasonable salary system,reduce the burden of grass-roots level,and ensure the good physical and mental health of non staff personnel of grass-roots government;Meet the needs of mutual relations,create a harmonious working atmosphere,formulate a reasonable list of rights and responsibilities,and respond to the problem of "equal pay for equal work";The satisfaction of growth and development needs depends on strengthening the effective management of non staff personnel of grass-roots governments,paying attention to their growth and development needs,establishing and perfecting the job rotation system,etc.This study has innovative significance for the management of non staff personnel in grass-roots government management.On the basis of understanding the job burnout of the managed,this paper puts forward targeted and constructive suggestions to improve the work efficiency of non staff personnel in grass-roots government.On the basis of meeting all kinds of practical needs,it has certain theoretical and practical significance to improve and alleviate the job burnout of civil servants outside the establishment of grass-roots government,provide reasonable suggestions for the system optimization and functional reform of grass-roots government organs and institutions,and further supplement and improve the system of job burnout theory.
