Research On Implementing Information Construction Of Grass-roots Courts

The construction of informatization in the execution of the people’s court refers to the establishment of the content,process and standardized macro informatization operation of the execution of the court by the police in order to realize the fair,civilized,serious and high-energy execution task within the scope and framework specified by the law.The grass-roots people’s courts are the mainstay of court execution.The research on the informatization construction of grass-roots people’s courts’ execution is conducive to strengthening the credibility of grass-roots court policemen,establishing norms and basic guidance for the broad court policemen in their daily execution work,further strengthening the construction of grass-roots court policemen,enriching execution procedures,improving execution ability and level,and ensuring the fairness,civilization,seriousness and High energy execution plays an important role in promoting.Solving the problem of difficult execution of the people’s court is a systematic project.To solve this problem,we must integrate various forces and social resources,take multiple measures at the same time and step by step.As China enters the historical period of the "14th five year plan",the people’s courts have greater responsibilities,more arduous missions and stricter requirements for the implementation of work,serving and ensuring economic and social development.With the impetus of the "Internet plus" information revolution,the appearance of the court is changing gradually.The face of the "smart court" is gradually showing,and the transformation of the way of law enforcement is inevitable.The implementation of information technology has become an effective way to solve the difficulties of the people’s courts,and has also become an important part of the court’s informatization.Informatization is conducive to promoting judicial justice,improving judicial efficiency and establishing judicial authority.Therefore,comprehensively promoting information construction and deepening judicial reform are two profound self revolutions of the people’s court,the only way to realize the modernization of the judicial system and judicial ability,and the two wheels of the car and the two wings of the bird for the development of the people’s judicial work.Based on public management,through literature analysis,case study,field investigation,inductive analysis and other methods,taking the L District Court of Shandong Province as an example,this paper deeply analyzes the achievements and problems of the L District Court of Shandong Province in the implementation of information construction,analyzes the reasons behind the problems,and puts forward countermeasures and suggestions.From the perspective of the structure and operation effect of the information construction implemented by the L District Court in Shandong Province,and from the three aspects of the platform construction,mechanism construction and human resources construction of the information construction implemented by the L district court,it is found that the existing problems are the problem of information island,the problem of execution process and the problem of insufficient human resources.After in-depth analysis,it is concluded that there are problems in system construction,backward implementation system construction,the implementation concept of L District Court executors needs to be improved,and the construction of human resources is insufficient.Finally,according to the design requirements of the Supreme People’s court,this paper puts forward suggestions on three aspects:platform,mechanism and human resources,which are respectively policy suggestions on strengthening the information integration among multiple departments,improving the construction of execution system,and human resources suggestions on establishing correct execution concept and strengthening the professional construction of law enforcement team,so as to boost the development of execution information construction and carry out comprehensive construction in a new mode,Promote and realize the modernization of execution system and execution capacity.
