Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has emphasized the importance of talents many times.The convening of the Central Talent Work Conference draws a new blueprint for talent work in the new era from the perspective of the overall development of the party and the country.As the strategic position of talents in the overall economic and social development becomes more and more prominent,local governments have issued real-money talent policies to increase their combat effectiveness and influence on the main battlefield of talent introduction.Licheng District of Jinan is one of the important core urban areas of Jinan,the capital of Shandong Province and the spring city.In recent years,it has attached great importance to the work of talents,and has issued a series of high-level talent support policies to introduce and cultivate high-level talents.Thus,a summary,evaluation and analysis on the implementation effects of the current high-level talent policy in Licheng District can provide guidelines for formulating a high-level talent policy that is more in line with the actual needs of high-level talents and employers,and in line with the actual economic and social development of Licheng District.This paper analyzes the implementation prerequisite,organization and environment by carefully sorting out the high-level talent policy of Licheng District and using theoretical means such as The smith policy implementation model theory.Through extensive investigation of the policy implementation effect for high-level talents and employers in Licheng District,and interviews with some talent representatives,it is concluded that the main problems of the high-level talent policy in Licheng District are that the policy formulation is scattered and difficult to operate,the policy implementation procedures are cumbersome,and the policy The target group is relatively limited,the policy propaganda is not accurate and effective,and the phenomenon of policy "convergence" is prominent.In view of the above problems,from the aspects of policy formulation,implementation and support,the reasons for the problems of the high-level talent policy in Licheng District are analyzed and obtained,mainly including the link between the coverage of the policy and the assessment tasks,the policy bias towards supporting talents with higher levels,and the weakness of human resources,etc.On the basis of the analysis of these problems and reasons of the current high-level talent policy in Licheng District,combined with the opinions and suggestions of talents and employers,and based on the actual economic and social development of Licheng District,the policy optimization strategy selection is proposed:policy formulation,mainly including expanding the scope of policy consultation,realizing the personalization of talent policies,increasing the support and introduction of talents in colleges and universities,as well as increasing the support and cultivation of basic talents,providing policy support for the innovation and entrepreneurship platform carrier of talent themes,and improving the level of talent service guarantee;policy implementation mainly includes expanding policy publicity channels,reinforcing the construction of the talent workforce,strengthening the supervision and assessment of talent work,and optimizing the policy declaration procedures;policy support mainly includes increasing capital investment and socialized talent introduction support.
