Evaluation Of Implementation Effect Of Guangxi High-level Talents Policy

A lifelong plan is nothing like a tree.The essence of innovation-driven is talent driven,and high-level talents are an important part of the talent team.In recent years,Guangxi has implemented a series of high-level talent policies to achieve high-quality development in the region.The Guangxi Special Expert Project is a local key talent policy that has been implemented for ten years in Guangxi.In order to better build a regional talent cluster and an international talent highland facing ASEAN,it is of great theoretical and practical significance to periodically reflect on the implementation effect of the special expert project.Based on the theory of human capital and the theory of public policy evaluation,this study adopts the literature research method and quantitative analysis method to carry out empirical research on the implementation effect of the special expert project.Firstly,the general situation of high-level talent work and policy texts in Guangxi was summarized,the basic situation of the implementation of the specially recruited experts project was analyzed,and then the macro and micro evaluation index system was constructed from the goal realization dimension,the entropy method was used to measure the policy effect score,and the DEA-BCC model was used to measure the micro-input-output efficiency of each batch of specially recruited experts.Comprehensively analyze whether the implementation of the policy has reached various objectives,and then use regression analysis to analyze whether the personal knowledge spillover of the special expert project has a causal impact on the macro effect of the policy implementation from the impact dimension of the project.Finally,combine the basic situation and the results of the analysis of the two dimensions to conduct a holistic analysis of the implementation effect of the special expert project.It is found that the implementation effect of the high-level talent policy,taking the project of special experts as an example,has reached the policy goal,the effect of macro policy is continuously remarkable,and the effect of scientific and technological innovation and talent construction is outstanding.The personal knowledge spillover of 181 specially engaged experts also performed well,and the personal input-output efficiency of most batches of specially engaged experts reached the optimal;In addition,there is a causal correlation between the personal knowledge spillover score of specially hired experts and the score of the macro effect of the policy,and the personal knowledge spillover score of specially hired experts has a significant positive correlation with the number of hired batches.The effectiveness of high-level talents has effectively driven the development of Guangxi in all aspects.However,through project review,field investigation and empirical research,it is found that the high-level talent policy taking the special expert project as an example still has some problems,such as the need to strengthen the innovation of talent policy,the imbalance of talent team structure,the need to improve the talent development and security mechanism,the relatively weak talent management and assessment links,and the need to improve the transformation effect of implementation results.Therefore,it is proposed that we should establish and improve the long-term mechanism of high-level talent policy,increase talent investment and guarantee,improve the talent evaluation system and improve the achievement transformation mechanism,so as to better play the effectiveness of high-level talent policy,promote the growth and development of high-level talents in Guangxi,and help the high-quality development of Guangxi region.
