| Equalization of basic public services is the only way to achieve common prosperity for all people.The equalization of basic public services in the economic circle of the capital of Shandong Province is an important direction for its development in the next decade.However,due to differences in economic,social,cultural and other aspects among different cities,there are also significant differences in the level of basic public services,and there are also significant differences in the equalization level of basic public services between regions.Therefore,Studying the equalization of basic public services in the economic circle of the capital of Shandong Province has important practical and theoretical significance.This article takes 7 cities in the capital economic circle of Shandong Province as examples to clarify the relevant concepts of equalization of basic public services,grasp the measures taken to achieve equalization,and the current basic situation of the equalization of basic public services in the region.In order to further grasp the progress of equalization,a basic public service supply level indicator system for the capital economic circle of Shandong Province was constructed based on six primary indicators,including basic education,infrastructure,healthcare,public culture and technology,social security and employment,and basic environmental protection,as well as 18 secondary indicators,including per capita urban road area.Statistics were conducted on Jinan,Zibo,Tai’an,Liaocheng,Dezhou,Binzhou The basic public service data of seven cities in Dongying from 2016 to 2020 were measured and analyzed using the entropy method,and the overall situation,spatial differences,and internal reasons affecting the equalization level of basic public services in the capital economic circle of Shandong Province were obtained.The conclusion drawn in this article is as follows:(1)There is a significant difference in the comprehensive scores of the six first level indicators in the capital economic circle of Shandong Province,and there is a significant gap in the equalization level of basic public services among the seven cities.From 2016 to 2020,social security and employment,as well as public culture and technology,have higher weights and corresponding levels of equalization.Infrastructure services and basic education services have lower weights and corresponding levels of equalization.In the future development of the provincial capital economic circle,infrastructure services and basic education services should be the focus of efforts to promote.(2)The equalization level of basic public services in the economic circle of the capital of Shandong Province is showing a fluctuating trend,with an overall low level and a polarization phenomenon.By extending the timeline,combined with national strategies and provincial policy support,there is great room for improvement in the equalization of basic public services in the economic circle of the capital of Shandong Province in the coming years.(3)There is a significant gap in the development of basic public services among cities in the economic circle of the capital of Shandong Province,with significant differences in basic public services by field and city.There are significant differences in the comprehensive scores of the first level indicators among the seven cities,and there are also differences in the weaknesses and shortcomings of basic public services in different cities.Based on the results of comprehensive analysis,the factors that constrain the equalization of basic public services in the economic circle of the capital of Shandong Province were comprehensively analyzed from aspects such as economic development and policy systems.At the end of this article,development suggestions are proposed for the equalization of basic public services in the economic circle of the capital of Shandong Province.In the context of national strategic development,top-level design should be strengthened,special development plans should be formulated,and a collaborative mechanism should be established to promote the seven cities including Jinan,Zibo,and Tai’an;Improve the overall economic development level of the region with high quality and increase fiscal supply capacity;The key measures are to forge strengths,create advantages,shape the backbone,attach importance to people’s livelihoods,accelerate the filling of regional shortcomings,and accelerate the construction of an equal system for basic public services in the Shandong provincial capital economic circle. |
