| The theoretical research of performance appraisal began in the West.With the deepening of administrative system reform,performance appraisal has been paid more and more attention in our country.In 2008,the CPC Central Committee issued the opinions on deepening the reform of the administrative management system.The document emphasizes the need to implement the government performance management and administrative accountability system,and establish a scientific and reasonable government performance evaluation index system and evaluation mechanism.Performance appraisal is more and more applied to government departments and has become an important management tool.Theoretical research has become more and more mature in many years of practice.Performance appraisal is of great significance for China to implement the new development concept and promote the long-term economic and social development.It can also provide a strong guarantee for transforming government functions,solving the main social contradictions in China,meeting the people’s yearning for a better life and improving people’s happiness.The Fifth Plenary Session of the Nineteenth Central Committee put forward the economic and social development goals of the "14th Five-Year Plan" period,the efficiency of national governance has been significantly improved,the socialist democratic rule of law has been more sound,the national administrative system has been more perfect,the role of the government has been better played,administrative efficiency and credibility have been continuously improved,and social governance,especially grass-roots governance,has been significantly improved.As an important tool to reflect the modernization of the national governance system and governance capabilities,performance appraisal must continue to develop and mature.China’s performance appraisal is still in its infancy,especially for the performance appraisal of township governments,there are many problems and difficulties.How to improve the performance appraisal of township governments,improve the management level of township governments and build a service-oriented government to the satisfaction of the people has become an urgent problem to be considered and solved.Township government is the end of power,the key executor of the implementation of various national policies to the "last mile",and an important political power organization of grass-roots social governance.The effectiveness of the work of township governments is related to the lives of millions of people.The traditional performance appraisal model,regardless of the development of each township,adopts the "one size fits all" appraisal standard,which has hit the enthusiasm of township development to a certain extent,resulting in homogenization,which is not conducive to the long-term development of the region.Taking the "classified" performance appraisal of M district as the research object,this paper makes a specific research on the appraisal of M district by using the new public management theory and performance management theory,literature research method,interview method,case study method and other methods,combined with its own practical work experience.By analyzing the main methods and specific assessment standards of "classified" performance assessment of township governments in District m,it is found that "classified" assessment can make township development objectives more clear and township work more proactive,which is conducive to the long-term development of villages and towns.However,it also has some problems,such as the assessment subject does not play its due role,the assessment indicators of various categories are unscientific,the assessment process is not standardized,and the assessment results are not correctly fed back and applied.Tracing the source and analyzing the causes of the problems,this paper then puts forward practical countermeasures from the dimensions of administrative system,performance appraisal index system,appraisers,laws and regulations,system guarantee,diversification of appraisal subjects and so on.It is hoped that through this research,the performance appraisal work of M district can be improved,the high-quality economic and social development of M district can be promoted,and it can also provide reference for the appraisal work of other regions. |
