With the advent of the 21 st century,China has entered a new era.The principle contraction facing Chinese society in the era has changed into the contraction between unbalanced and inadequate development and the people’s ever growing needs for a better life.With the present society contraction,public security has brought the problem of heavy policing and insufficient police force.Therefore,the auxiliary police force "like the police but not the police" came into being,and gradually became a special force,playing an important role in the public security teams at all levels in various places,reflecting the advantages of supplementing the police force,saving administrative costs,and expanding employment channels.However,due to the unsound and non-standard management of the auxiliary police team,many problems,resulting in a number of problems such as law enforcement trapped,overstepping law enforcement,which affects the effectiveness of the implementation of policing.This dissertation uses the methods of literature research,questionnaire survey,interview and other methods to sort out the normal management of the auxiliary police team in Tianjin B district,and finds that its management has defects in three dimensions:individual,organization and system.Core issues such as unclear identity positioning,irregular recruitment standards for auxiliary police officers,non-institutionalized career planning and development space,low post benefits,and high staff turnover have seriously reduced the effectiveness of auxiliary police officers in maintaining public security.Based on human resource management theory,new public management theory and incentive theory,this dissertation analyzes the fundamental causes of core problems from three aspects: individual dimension,organizational dimension,and institutional dimension.The access mechanism is not standardized,the vocational education and training is a mere formality,and the incentive method of performance appraisal is poor in operability.Therefore,the management of the auxiliary police force must be reformed so that the auxiliary police force can truly contribute to the social development of the new era.On the basis of comparing the management of auxiliary police teams in various regions of the world,combined with the current actual conditions of public security management in Tianjin B District,a specific strategy for improving the management of existing auxiliary police teams is put forward.The legal status and powers and responsibilities of the police,the organizational dimension is to formulate a professional recruitment and admission system and the standardization system for auxiliary police education and training.The dimension is to establish a diversified incentive mechanism for auxiliary police.It is hoped that through the research of this dissertation could improve the work efficiency of the auxiliary police in the public security organs of area B,complete the police work more efficiently,and bring some practical experience and inspiration to the development of the management of the auxiliary police team in our country.
