Community Of Responsibility:The Evolution Of Farmers’ Rights And Responsibilities From The Perspective Of Household System

Every household is the cell of Chinese society,a composite unit of autonomy and national governance,undertaking the multiple tasks of living units and responsible units,and has a profound impact on the form and direction of national governance.As the origin-type governance unit of traditional Chinese society,it is the cornerstone of national governance.Household responsibility is an important part of household governance,and power and responsibility,as a two-way concept,constitute the internal logic of household operation.In the process of enhancing national governance capacity and promoting the modernization of the national governance system,it is necessary to pay attention to the important role played by household responsibility and power,make full use of the "resilience" foundation in the household system,provide household characteristics for modern national governance,and inject new blood into the household system.The household operation mechanism with parents as the core constitutes the internal logic of household governance under the dual role of power and responsibility.Power and responsibility constrain each other,promote each other,in essence,the members of the household are in the network of overlapping powers and responsibilities,based on which to maintain the normal operation of the household,promote the development of the household,and assume the corresponding social development function,forming a development resilience,which is also the basic governance unit of the country,on the basis of adapting to the development of agricultural civilization has a strong vitality.In 2020,China won a comprehensive victory in the great journey of fighting a decisive battle to overcome poverty,and opened a new situation of comprehensively realizing the strategy of rural revitalization.The resilience of smallholder farmers is the reason for the continuation and continuous development of household responsibilities,and the autonomy mechanism of households has gradually modernized household governance.In this process,we must fully understand the important position and role of households in realizing the modernization of agriculture in our country,and give play to the vitality and potential of small farmers.With the nationalization and socialization of household responsibility,how to correctly guide the household responsibility system to adapt to the transformation of modern social structure is a problem worth thinking about.By studying the relationship between household responsibility and power and its evolutionary logic,this paper clarifies the important role played by households as the most basic economic,political and living units of the country,and thus explores the transformation of the status of "home" in contemporary society,and points out that the household system should be "modernized",fully continued and played the role of family construction,and the "community of responsibility" of home and country integration was constructed.In the process of national governance,establishing the feeling of unity of home and country is conducive to strengthening national identity and better playing the role of the family.
