Study On The Strategy Of Business Environment Construction In Shenyang

The advantages and disadvantages of business environment affect the trend of capital flow,reflect the local economic development,and also reflect the competitive strength of a region.High quality business environment is inseparable from the positive actions of the government,which represents the efficiency and quality of the government’s public services,and is a necessary factor to enhance competitiveness and influence.Shenyang attaches great importance to the construction of business environment,regards it as the focus of promoting the revitalization,grasps various preferential policies of the country and the province,seizes the opportunity of the times,strives to continuously optimize the business environment,and strives to achieve a great breakthrough in optimizing the business environment.This paper takes Shenyang’s business environment construction as the research object,uses the government function theory and the new public management theory,first starts from the definition of business environment construction,draws lessons from the existing government function theory and the new public service theory as the guiding theory;then analyzes the current situation of the business environment construction in Shenyang;secondly,it explores the problems and causes of the business environment construction in Shenyang As a result,the following problems exist in the construction of business environment in Shenyang,including the lack of depth in the construction of business administration environment,the lack of vitality in the construction of market economy environment,the short board in the construction of talent environment and the lagging behind in the construction of business legal environment.The main reasons are that the transformation of government functions is not in place,the power of the construction subject is not balanced,and the construction is not well-balanced In the end,the paper deeply analyzes the problems in the construction of Shenyang business environment,and puts forward the solutions based on the reality of Shenyang social and economic development.The corresponding optimization strategies are put forward from four aspects:Deepening the transformation of government functions,optimizing the government’s business policy guarantee mechanism,providing construction measures that meet the needs of enterprises,and establishing a scientific business environment construction evaluation system.
