In 2021,the national anti-poverty campaign won an all-round victory,then it entered a five-year transition period from poverty alleviation to rural revitalization.On March 22,the State Council of the CPC Central Committee issued the opinions on effective connection between the achievements of consolidating and expanding poverty alleviation and Rural Revitalization,how to promote the smooth transition from poverty alleviation to rural revitalization,give full play to the front-end “tentacle” role of rural communities,and give full play to the role of rural community cadres as pioneers and pioneers.It has become one of the key research topics to promote the efficient and orderly comprehensive governance of rural grassroots communities under the current new situation.At present,there are still many problems in the village(community)cadre team itself and team construction,such as the age structure needs to be optimized,the educational level needs to be improved,the professional quality needs to be enhanced,and so on.As a special group of village(community)cadres,rural community cadres are also a very important group.There are also such common problems,such as special posts personality problems such as ability matching.In view of a series of problems,we must start from the perfect mechanism and system,unimpeded service platform and solid foundation guarantee,so as to stimulate the vitality and potential of the rural community cadres,enhance their own “hematopoiesis” function,and let the rural community cadres play a “leading role” in the transition period of poverty alleviation and Rural Revitalization.Taking Yibin in Sichuan Province as an example,this paper makes a systematic investigation on the scale,structure,professional quality and professional performance of rural community cadres in Yibin.There is a large number of rural communities in Yibin,with1026 rural community cadres,accounting for a high proportion of the city’s community cadres,which has a decisive impact on the political,economic and cultural development of rural communities in Yibin.Under the new situation and new background,the rapid development of rural communities,people’s growing material and cultural needs and backward rural public services form a huge gap,which has brought unprecedented challenges to the construction of rural community cadres.The government has taken a series of measures in the process of building the contingent of rural community cadres,and achieved certain results.However,from the satisfaction evaluation results of rural community cadres and the problems of rural community petition in recent years,the effect is not optimistic.This paper takes 1026 rural community cadres in Yibin as the research object,using the methods of literature analysis,field interview and questionnaire survey,based on the investigation of the scale,structure,professional quality and work performance of rural community cadres in Yibin,and from the aspects of cadres themselves,cadres,selection and utilization of cadres,deeply analyzes the rural community cadres in Yibin.Problems in the construction of the contingent of cadres.Based on the problems found out,the paper analyzes the reasons that hinder the construction of rural community cadres in Yibin,such as the lack of government participation and guidance,the lack of public resources participation,and the weak learning consciousness of rural community cadres.In view of the problems existing in the construction of rural community cadre team in Yibin,on the basis of fully carrying out grassroots investigation,combined with the experience and practice of other advanced regions,this paper puts forward corresponding countermeasures and suggestions,so as to provide reference for the construction of rural community cadre team in Yibin for the future.There are two innovations in this paper.Firstly,in the problem analysis,it is systematic,and it makes a comprehensive analysis of the main problems existing in the whole process of selection and utilization of rural community cadres;The second,in the countermeasures and suggestions,it has strong practicability,especially puts forward the “three platforms” for ability improvement,the“two-way joint review” method for cadre supervision,and the comprehensive cooperation with grass-roots units governance is closely combined with the work of grassroots cadres,which has certain reference significance.
