Research On The Dilemma And Countermeasures Of Shanghai Communist Youth League’s Participation In Community Governance

Community governance is not only a major research field concerning public administration but also a key link in social governance in China at present.In particular,China has made numerous attempts and explorations in community governance in the new era by focusing on exploring a path of socialist community governance with Chinese characteristics and attaching importance to applying the power of political party into community governance.The Communist Youth League further clarified its position in 2016 after the reform of mass organizations,played its role as mass organization and steered young people to take an active part in community governance.The Shanghai Municipal Party Committee and the Municipal Government have also made a variety of attempts in community governance.They once took“community governance” as their No.1 subject and reformed the administration mode and organizational framework of sub-districts and towns at the grass-root level.Besides,new models were also pro-actively adopted to promote the party construction-involved community governance.The Municipal Committee of Communist Youth League also encouraged the Communist Youth League to participate in community governance through the “Youth Community” program,the youth league backbone in owner committee and a series of other campaigns.All of them have further boosted the progress in community governance in Shanghai.However,the community governance model in Shanghai has encountered unprecedented challenges since the COVID-19 breakout in Shanghai in the spring of2022.In the face of those new problems arising from epidemic prevention and control,the original model has experienced a “failure” somewhat and thus incurred questions and suspicions from all walks of life about the community governance capacity of Shanghai.Against such a backdrop,the community governance model in Shanghai was reconsidered by various stakeholders.On one hand,the current community governance model still contains many defects and is in need of new strength for further complements.On the other hand,many young people are pro-actively participating in community governance and activity,and thus bringing new energy toward community governance.We are enabled to further reflect on how to give full play to the role of the Communist Youth League,to steer young generations to actively engage in community governance and to optimize the community governance model on this basis,so as to open up a path with Chinese characteristics for the Communist Youth League to take part in community governance.N Town was taken as an example to analyze the measures taken by the Communist Youth League of N Town and the resultant achievements in its participating in community governance by means of literature review,survey and interview.The survey shows that in terms of its engagement in community governance,the Communist Youth League of N Town has made certain achievements through strengthening organizational construction,enriching work teams,enhancing regional league construction,establishing youth centers,focusing on key youth groups,etc.,which has been recognized among the CPC Party,the governmental departments and the young masses.However,the survey also reveals the problems in community governance of the Communist Youth League of N Town,including conservative working methods,loose contact with young people and other issues.The causes to those issues were detected through further analysis.The countermeasures were formulated for the Communist Youth League to take part in community governance based on the analysis and study on current situation,issues and causes of the case of N Town and in light of “governance theory”,“new public administration”,“collaborative governance” and other theories.Then,rationalized proposals were provided from enhancing organization construction at the grass-root level,multi-stakeholder participation and other respects.Difficulties were researched and countermeasures were provided herein for Shanghai Communist Youth League to take part in community governance.Those propose new methods for young people to be able to better engage in community governance and thus to enhance their participation in community affairs under the guidance of mass organizations.That is of great significance for the progress of community governance in not only Shanghai but also other regions.The Communist Youth League’s participation in community governance will further boost the function transformation in the League,enhance young people’s competences in engaging in social affairs,complete the community governance model under the leadership of the Communist Party of China and thus facilitate the formation of community governance model with Chinese characteristics.
