Development Of Community Service Under The Category Of Social Organization Capacity Building Perspective

After the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,the government purchase of public services has became a kind of “New Normal”.Social organization of community service,as the main part which undertake the government purchase of community service,has already became the focused on cultivating and priority development object,especially at the present stage that community is increasingly prominent.Based on this social background,using the methods of theoretical discussion,literature retrieval and practical investigation, this dissertation is aimed to Chongqing’s social organization of community,to discuss its capacity building ’s present situation,approach,existing problems and reasons in the process of government’s undertaking purchase of service, hoping to increase the research materials and provide effective suggestions of social organization of community service.As for the connotation of capability building of social organization of community service,it include workforce capability,full-equipped capability,project technical capability,internal governance capability,resource-raising capability and public marketing capability.According to practical investigation,at present Chinese social organization of community service development is still at its preliminary stage,many problems still exist such as the unbalanced development between organizations,difficult in employee recruitment,low specialization,shortage of funds,lack of internal governance capability and weakness in public market capability,and the reasons include ineffective government purchase,low social identity and participating and lack of organization internal capability building.The government purchase is the main capital source of the organizations,and the government orientation make a significant impact on the building of social organization of community service development.In the circumstances with government purchase institutional deficiencies,unstable purchase funds and project standard deviation,social organization of community service don’t have a clear goal on itself capability building and difficult to set up correct awareness,it make the building direction go awry.Otherwise,as buffer organization which could integrate resources and serve public,the identification and participation of public play a key role in the resource raising and become a important factor on itself capability building.Foremost among which are in the interior of social organization of community service,the organization leader’s cognition on capability building and the organization member’s participating directly influence the stand or full of the social organization of community service capability building.Therefore in the process of social organization of community service capability building,not only it is necessary that at the government level strengthening the understanding about social organization of community service,perfecting system on government purchase and establishing rational preferential policies,but also needed creating a positive media atmosphere,coordination and communication to enhance community identity and promoting public participation,.It should focus on strengthening the capability of organizational construction development,intensifying the construction of professional talents,Improving the speciality and innovation of community service projects,improving the internal management system of the organization,establishing a diversified financing channels to enhance public trust and expand social influence.
