Research On The Evaluation Of Government Governance Ability In Lanzhou Economic Circle

According to the spirit of the Third Plenary Session of the Eighteenth National Congress of the Communist Party of China,improving and developing the socialist system with Chinese characteristics and advancing the modernization of my country’s national governance system and governance capacity are the general goals of my country’s comprehensive deepening of reforms in the new era.Reforming government governance is an important part of this.The reform of government governance capacity must include two-way governance between the central government and local governments.The local government governance is the foundation.Only when the local government governance system is substantially improved can the high-quality operation of the national governance system be realized.There are more than 300 prefecture-level administrative units in my country,of which prefecture-level cities account for the vast majority.Although prefecture-level cities do not belong to the basic third-level units of my country’s administrative divisions,they play a very important role in the government-led development strategy.The strength of its governance capacity is directly related to the social development status.In the process of building a moderately prosperous society and realizing socialist modernization in an all-round way in the new era,improving the modernization of governance capacity is an important task for governments at all levels today,as well as an important task and an inevitable need for building socialism with Chinese characteristics.The theme of this paper is the evaluation of the governance capacity of the Lanzhou economic circle under the background of promoting the modernization of the national governance system and governance capacity.The first is to sort out the current status of research on government governance capacity at home and abroad.Based on the governance modernization theory and government performance evaluation theory,the concepts of prefecture-level city government,governance,and government governance capacity are clarified.The second is to take the "five-in-one" general layout as the theoretical basis and perspective to construct an indicator of the governance capacity of the prefecture-level city government,and use this as the basic framework for the design of the prefecture-level city government’s capacity evaluation indicators.Combined with the performance evaluation theory of prefecture-level municipal government,and referring to the relevant systems of domestic and foreign and prefecture-level municipal government capability evaluation,this paper designs the prefecture-level municipal government capability evaluation index system.Finally,combining the actual situation of Lanzhou economic circle and the evaluation results of government governance ability,this paper studies the problems existing in the government governance ability of Lanzhou economic circle,and on this basis,proposes a path to improve the government governance ability of Lanzhou economic circle.In addition,this paper takes regional economic integration as the main line,accelerates the construction of the Lanzhou economic circle,better integrates into the major national development strategies,reshapes the new competitive advantages of regional development,and plays a leading role in high-quality development.The analysis of government governance capacity in Lanzhou economic circle from 2016 to2020 found that: from the perspective of comprehensive scores,the development trend of government governance capacity in Lanzhou economic circle is relatively good,and the comprehensive scores of the government governance level of each city and state are also increasing;The rankings of the prefectures over the years are basically similar,and in the past five years,the ranking order is basically "Lanzhou > Baiyin > Dingxi >Linxia Hui Autonomous Prefecture";from the perspective of the weight of the first-level indicators,the political and cultural governance capacity indicators have a greater contribution to the comprehensive score of government governance;From the perspective of the weight of the second-level indicators,common prosperity,rule of law construction,technological innovation,and economic development indicators account for a large proportion;from the results of the third-level indicators,the comprehensive scores of the city-state indicators in the Lanzhou economic circle are more obvious.
