Developing characteristic towns is an important measure to promote the vigorous development of urbanization and local economic and social transformation in China.It is a new measure and new model under the background of the current economic development entering a new period and the deepening of new urbanization construction.It is important to promote the rapid transformation and upgrading of industrial structure,coordinate the economic development of urban-rural integration,continue and inherit fine traditional culture It has played an extremely important role in promoting the continuous innovation of the socialist system and promoting the supply side reform of modernization.In 2016,the Ministry of housing and urban rural development,the Ministry of Finance and other relevant departments jointly formulated the cultivation guidance plan for national characteristic towns,carried out macro planning for the development of domestic characteristic towns,and planned to build 1000 small towns with outstanding characteristics in China by 2020.Since then,provinces and cities across the country have responded positively,and the establishment of characteristic towns has sprung up rapidly in the country.The central and local governments have also issued policies and measures to provide support and guarantee for the development of characteristic towns,and indicated that grass-roots government departments should vigorously strengthen the guidance and construction of characteristic towns.However,there are still some problems in the actual construction of characteristic towns,including lack of unique highlights,cross-border government functions,shortage of land resources,etc.,which deviate from the overall demand for the establishment of characteristic towns,If the government does not correct it in time,it will cause more problems.This thesis takes the government function in the construction of Characteristic Towns as the research content,adopts the research methods of literature research,investigation and comparative analysis,takes the perspective of public management as the starting point,comprehensively collects relevant social survey data,and makes an in-depth study on the government function in the construction of Characteristic Towns in Tinghu district.From the perspective of theoretical and empirical analysis,this thesis discusses the problems of government functions in the construction of characteristic towns,and integrates the theory of government functions and public governance theory into the construction of characteristic towns.Combined with the four cases of Jinhua automobile Town,Keqiao Coldplay town in China,Greenwich hedge fund town and Sihe village in foreign countries,and referring to the practical methods and relevant policies and measures adopted by the local government,this thesis comes to the conclusion that in order to ensure the long-term development of characteristic towns,we must scientifically and reasonably plan the development ideas,explore the industry characteristics according to local conditions,scientifically and reasonably formulate the long-term development plan,and give full play to the function of serving the market Effectively summarize the experience of urban infrastructure construction.Finally,it gives the countermeasures and suggestions to optimize the government functions in the construction of characteristic towns,that is,to improve the top-level planning and design,establish a diversified management system,build a highland of talent accumulation,expand the ways of capital investment,regulate and optimize the land supply,and promote infrastructure construction.
