Research On The Government Functions In The Development Of Characteristic Meicai Industry Of Hengli Town Huizhou City

The report to the 20th National Congress of the CPC stated the work of agriculture,rural areas and farmers in the new era,and put forward the guidelines of accelerating the building of an agricultural country,promoting rural revitalization profoundly and realizing a new type of industrialization,IT application,urbanization and agricultural modernization.It is not only our responsibility to make ourselves an agricultural power,but also our opportunity and challenge to achieve higher goals.With the help of the high-quality development project for counties,towns and villages,Guangdong will promote the coordinated development of urban and rural areas to a higher level and quality,which inevitably requires that the rural industry develop in the way of standardization,green,high-tech and high-end.We will focus on the development of characteristic industries in rural areas,promote the interconnected development of towns and villages,realize town processing,build production bases in villages and achieve higher resident incomes.The Meicai industry is a characteristic industry of Hengli Town in Huizhou City,Guangdong Province.In the development of Meicai industry,the local government plays a role of the strategies planner,which provides solid impetus for the development of the local characteristic Meicai industry.However,the local government is yet to fully promote the industry and play its role to reach the higher standard and requirement of industry development.Given this,this thesis focuses on and researches on the role of the local government in the characteristic Meicai industry’s development of Hengli Town in Huizhou City,and provides the local government with a feasible and doable method for it to do better in the promotion of Meicai industry.The core research contents of this paper are as follows: First,the status quo of the government’s role in the transformation and upgrading of meicai industry in Hengli Town is analyzed,mainly from two aspects: the practical measures of Hengli Town government in promoting the transformation and upgrading of meicai industry and the effect of Hengli Town government in promoting the transformation and upgrading of meicai industry.Second,analysis of horizontal drain town preserved vegetable industry transformation and upgrading of the government role play to the existing problems and causes,mainly using the method of field interviews targeted interviews with relevant personnel study found that the horizontal drain township government in promoting the meicai vegetable industry transformation and upgrading of the problem is mainly exist to coordinate ability,inspire guide way is relatively rigid,The implementation of industrial policies is not strong and industrial capital security is weak.The main causes of the above four problems are unscientific staffing at the grassroots level,unclear positioning of the government itself,and insufficient financial investment.Third,to construct the government role optimization strategy in the transformation and upgrading of meicai industry in Hengli Town.The research focuses on four aspects: strengthening the government’s own overall coordination ability,guiding the government to make scientific use of meicai industry management policies,strengthening administrative impetus,and building an industry support platform with the government as the main body.In this thesis,the main contents are as follows.First,the thesis analyses the role played by the government in the development of Meicai industry in Hengli Town.The research starts from two aspects--the practical measures implemented and achievements made by the government to promote Meicai industry.Second,this thesis analyses the current problems and their causes related to the government during the development of Meicai industry by the means of interview.During the interviews,the author sees the main problems in the development of Meicai industry lie in the weakness of overall coordination,the rigidity of encouragement,the inferior implementation of policies,and the feeble guarantee of funds.Above these four problems are caused because of the inappropriate personnel,the unclear government role positioning,and the insufficiency of financial funds.Third,this thesis provides optimized strategies for the government to better function in the development of Meicai industry.The thesis carries on its research from four aspects,namely the strengthening of overall coordination ability,the improvement of governmental incentives for business,the promotion of corporate planning,and the establishment of industry support,all based on the local government.The conclusions drawn from this thesis can not only be beneficial to the enrichment and development of government functions,to the service-oriented government action in the development of the characteristic agriculture,but also be meaningful in the guidance for local government to better play its role from different aspects,namely the overall planning,government incentives,policies support and funds guarantee.
